How many Subject Access Requests (SAR), requested under the Data
Protection Act 1998, have you received in the last 12 months?

On average, how long does it take to deal with a SAR in your
organisation?

What percentage of this time is spent redacting information?

Can I have a break down of your organisations staffing structure
for dealing with SAR requests. Within this I need:
a) A break down of the staff levels/grades that deal with SAR's and
the pay scale for these levels.
b) Time spent working on SAR's.

Thank you for your request for information made under the Freedom of
Information Act 2000 (“the Act”), which we received on 19^th March 2013.
Your request was for information concerning subject access requests
(‘SARs’) and we have dealt with each of your queries below.

1.    How many SARs, requested under the Data Protection Act 1998, has
Channel 4 received in the last 12 months?

Channel 4 has received 3 SARs in the last twelve months.

2.    On average, how long does it take Channel 4 to deal with a SAR?

We do not record this information so are unfortunately unable to assist
with this part of your request. However, please note that such requests
are always dealt with within the statutory time period for responding.

3.    What percentage of this time is spent redacting information?

We do not record this information so are unfortunately unable to assist
with this part of your request.

4.    Please provide a breakdown of Channel 4’s staffing structure for
dealing with SARs. This should include (a) a breakdown of the staff
levels/grades that deal with SARs and the pay scale for these levels, and
(b) the time spent working on SARs.

The process for dealing with SARs at Channel 4 will largely depend on the
nature of the request. As you may be aware, Channel 4 holds personal data
about a range of individuals including, for example, past and present
employees, job applicants and viewers who register with our service via
[1]www.channel4.com.

All employment-related SARs are handled by Channel 4’s HR department (with
assistance from Channel 4’s Data Protection Officer, if required). 
Specifically, Channel 4’s Head of Reward and HRIS has overall
responsibility for dealing with such SARs. All other SARs (for example,
relating to viewer data) are handled by Channel 4’s Data Protection
Officer with assistance from other areas of the business, such as the
Information Systems and Viewer Relationship Management teams, as required.

We are unable to provide a breakdown of the levels or grades of staff that
deal with SARs because Channel 4 does not operate a tiered staffing system
in the same way as other public authorities. This also applies to pay
scales. We consider that salary information for the members of staff
identified above as having responsibility for handling SARs is personal
data, which is exempt pursuant to section 40(2) of the Act (personal
information). In accordance with the Information Commissioner's guidance
and decisions, individuals who do not have a significant responsibility
for the expenditure of public funds and/or the creation of public policy
have a reasonable expectation that details of their benefits will not be
made public.

In relation to our application of section 40(2) of the Act, we are
required to consider the public interest test. As Channel 4 staff are
neither responsible for expenditure of public funds nor the creation of
public policy, we would not be able to reveal this information and
consider it would be exempt from disclosure under section 40(2) of the
Act. We consider the legitimate public interests in openness and
transparency are met by way of the detailed information Channel 4
publishes in its annual report about its Board members. Please note that

As regards the time spent working on SARs, please note that we do not hold
this information.

5.    Approximately how much money is spent annually (using the last 12
months or the last financial year as a reference) on handling SARs?

We can confirm that Channel 4 does not allocate a specific budget for
dealing with SARs so we do not hold this information.

6.    Please provide the job title of the member of staff responsible for
decision making surrounding SARs and Data Protection.

Channel 4’s Data Protection Officer handles day-to-day data protection
matters, including SARs.
