I am writing to make a formal request under the Freedom of Information (Scotland) Act 2002.
I would like to request the following information regarding the attainment of permanent contracts for teachers within your council:
The number of teachers who have achieved permanency through accrual (similar to the JNC20 process in Renfrewshire) in each of the past three years. Please specify how this process is referred to within your authority, as it may differ.
Any relevant data or documentation regarding the criteria and process for obtaining permanency through accrual, including any factors that might influence the availability of suitable vacancies.
If the information is not available for the full three years, please provide what is available. Additionally, if there are ways to refine this request to facilitate a more effective response, I would appreciate your guidance.
I look forward to your response within the statutory timeframe.

I refer again to your e-mail dated 23 October 2024 seeking information
under the Freedom of Information legislation.
Your request is receiving attention, however, in order to take this
forward, we require clarification. Specifically, we are not familiar with
Renfrewshire Council’s JNC20 process or your exact reference to accrual.
Do you require information on permanent contract offers as a result of
continuous service thresholds being met through accumulation of temporary

Request for Information
I refer to your email dated 23 October 2024 seeking information under the
Freedom of Information legislation and your email dated 25 October 2024
providing clarification of your request.
Having investigated, I can advise that North Lanarkshire Council have an
LNCT agreement entitled, Code of Practice on use of Temporary Contracts
(Teacher & Music Instructors) and to be of assistance, please find
attached a copy.
Section 4 – Transfer to Permanent Status, outlines the agreed process
whereby temporary supply teachers and music instructors who have 2 years’
continuous service are offered a contract with NLC’s permanent supply
pool. In the last 3 years, a total of 355 temporary teachers have met the
required criteria and been offered and accepted an offer of permanent
supply pool employment. Please see below a table setting out the
breakdown.

I can advise that North Lanarkshire Council, having regard to the
provisions of Section 21 of the Freedom of Information (Scotland) Act
2002, has established a procedure whereby any person who has requested
information and is in any way dissatisfied with the decision on that
request, can within forty working days require a review of that decision
by writing to the Chief Officer (Legal and Democratic), Civic Centre,
Windmillhill Street, Motherwell ML1 1AB. Accordingly, if you are
dissatisfied with this decision and seek such review please write to the
Chief Officer (Legal and Democratic).
I would advise, also, that in terms of Section 47 of the Act a person who
is dissatisfied with a notice given by the local authority under Section
21 of the Act - ie. a notice following a review of a decision by a local
authority, or by the failure of a local authority to give such a notice -
may make application to the Scottish Information Commissioner for a
decision as to whether, in any respect specified in that application, the
request for information to which the requirement relates has been dealt
with in accordance with the Act. Such an application must be made within
six months of the review decision and be in writing or in another form
which, by reason of it having some permanency is capable of being used for
subsequent reference. The application must state the name of the applicant
and provide an address for correspondence. The application must also
specify the request for information to which the requirement for review
relates, the matter which gave rise to the applicant’s dissatisfaction
with the original decision of the local authority and the matter which
gives rise to the applicant’s dissatisfaction with the decision on review
by the local authority or the failure of the local authority to issue such
a decision. The Scottish Information Commissioner can be contacted as
