Data on RCCB operators

I am writing to request information from the Gambling Commission's regulatory returns, as described at https://www.gamblingcommission.gov.uk/pr...
The information that I wish to obtain is aggregate data, and does not relate to any individual operator. Therefore, this information should not be commercially sensitive, as it should not prejudice any operator's commercial interests.
For each of the nine categories of RCBB operator for which the Gambling Commission issues licences, please provide aggregate data on:
1. the total number of returns supplied
2. mean GGY
3. mean percentage of total GGY attributable to the 10% of customers with the greatest losses (henceforth, MPTGA)
4. median MPTGA
5. the value of MPTGA at the 1st, 5th, 10th, 25th, 75th, 90th, 95th and 99th percentile of respondents ranked by MPTGA.
Ideally, this would be supplied as a spreadsheet with the following column headings: RCCB licence category, Reporting period, Total returns, Mean GGY, Mean MPTGA, Median MPTGA, 1st percentile MPTGA, 5th percentile MPTGA, etc.
Please exclude any null returns and if possible, please provide the information for the last five reporting periods available.
If it is not possible to provide all this data within the time limit, please supply the information for only the most recent reporting period, or as much information as is possible within the time limit.

Thank you for your request which has been processed under the Freedom of Information Act 2000 (FOIA).
In your email you have requested for each of the nine categories of RCBB operator for which the Gambling Commission issues licences, aggregate data on:

Please see the attached information we are able to provide falling within the scope of your request.
The data includes number of returns submitted and average GGY per return for each licence group within the remote sector covering the last 5 reporting periods.
We are not able to provide the data for ‘percentage of total GGY attributable to the 10% of customers with the greatest losses’. This is because this information is not collected.
When viewing this data it should be noted that the following caveats apply:
- Operators submit their remote data through one regulatory return regardless of which licensed activity they hold (e.g. remote bingo, remote pool betting etc.), so in order to calculate the number of returns submitted for each licence category, the submitted regulatory returns were filtered to only include returns which had non-zero values in the relevant fields. For example, the number of submitted remote bingo returns was calculated by only counting the number of RCBB returns that had a number greater than zero in the remote bingo financials section of the return. This means that for operators with multiple licensed activities, their RCBB return would count as a submitted return for more than one licensed activity.
Due to the way information is collected in the returns, host licensed activities cannot be separated out so the requested data is broken down into the following licence categories, instead of the 9 categories displayed on our website (https://www.gamblingcommission.gov.uk/gu...)
o Betting (real and virtual events) - remote
o Betting intermediary - remote
o Bingo - remote
o Casino - remote
o Pool betting – remote
- Reporting periods refer to the financial year (1st April – 31st March)
- Average GGY per return has been calculated using GGY data from the latest Industry Stats publication which can be found on our website (https://www.gamblingcommission.gov.uk/st...)
Review of the decision

I am surprised by this since the regulatory return guidance published by the Gambling Commission [1] includes an item for "percentage of total GGY attributable to the 10% of customers with the greatest losses" for RCCB operators.
Please could you clarify why this item is included in the published guidance, but not available for FOI requests?
