I can't help but notice that a sizeable proportion of the FOI requests made to your organisation originate from the same person - Gwen Swinburn.

Please can you provide the following:

1. The number of FOI requests made by Ms. Swinburn in each of the last five complete calendar years (2010 to 2015)

2. The number of staff hours required to respond to these enquiries, by year

3. If possible, the average cost per year in terms of staffing to provide said responses.

4. The number of emails sent to City of York Council employees year by year for the last five year by Ms. Swinburn

5. The number of emails sent to City of York Council members year by year for the last five years by Ms. Swinburn

I am happy, if necessary, to break this request down to individual questions if the total request goes over the allotted maximum time.

The fastest response on record to a FoI request, which just shows you what CYC can do if it sets its mind to something.

It was a malicious FoI request from someone too pathetic to use their own identity.

I am surprised that Cath even answered this. According to the Information Commissioner:
“…the use of a false or fictitious name is not acceptable. Therefore, where a public authority receives a request from a person using an obvious pseudonym, there is no obligation to comply with the request;”

So a fake FoI request is being pushed by an ex-councillor with a personal vendetta and who is using inside knowledge to confirm wrongdoing by officers. A serious error of judgement which The Press will no doubt pounce upon...

I have no idea if a 'fake' name.....but there are lots of fake names through this system and the Council's one, so what difference does one more make when making a request.

I am not sharing any 'in-side info. Its simple really if you think about it............when anyone asks for an FOI and to see emails between X & Y they are posted on here in the replies (or through the CYC FOI system) How do you think they get the replies??? All local authorities have the same systems so technically any council could count up email traffic - although it may be outside the 18 hours.

On 'vendetta'...if protecting CYC Officers and those who work for charities and ordinary residents is a vendetta - well. I have seen too many good people up-set, go off with stress and have to leave their jobs from continued harassment online and through email's by York residents to know that there are some rather unpleasant people in this city.

I await the Government to tighten up FOI's as it will save York Tax Payers ten of thousands a year, god knows the national total but in the multiple millions.

I love my life ....I have a really good job, excellent pay, great friends and family ...so who needs to do 100 hours a week anymore, not me.....

Protecting recruiting friends & family?
Protecting mendacity?

I wonder how many of these 'stressed' officers are those who have produced misleading reports; breached SI2089; and assisted in the blocking of citizens emails to the council without warning/explanation (or evidence that those citizens had been 'abusive') - all to protect, support and retain policies which manifestly failed and in the process caused massive damage to York's economy?

Rather than being the 'good people' you suggest they are; they are in fact unpleasant, mendacious and deserve everything that is coming their way........
