Data on flytipping incidents in Croydon borough

Dear Croydon Borough Council,

Under the Freedom of Information Act, I would like for you to please provide a full dataset of flytipping incidents in the borough.

Not being familiar with the existing dataset, I would suggest providing the fullest set of metadata you can as long as the fields are labelled. I have suggested some fields below that may have equivalents in the database.

Could you please make sure though to include the following fields or their equivalents where available

Date reported
Date closed
How reported (MyCroydon website, phone, FixMyStreet, Croydon app old, Croydon app new, LoveCleanStreets, [email address], etc.)
Unique reporter ID (anonymised so as to show repeated calls per person without revealing their identification)
Incident address (building number and street)
Incident address (postcode)
Incident location (map reference)
Type of flytip (household, commercial, etc)
Volume of flytip (single item, car boot, transit van)
Description of flytip - as given by reporter
Close call notes (cleaned up, incident not found, wrong category chosen, etc)
Any other notes added
Incident reopen date (if used)
Incident reopen flag (if used)
Linked to prosecution/evidence (yes, no, outcome etc)
Ward (Fairfield, South Croydon, Waddon, Kenley etc)

Any other metadata fields if immediately available would be appreciated as long as they're labelled

Please supply this data in its entirety for all dates from the start of recording to the present

2019 regarding the council’s late response to your request for information

Internal Review Request under the Environmental Information Regulations

Dear Mr Thomas,

Thank you for your email of 08 August 2019 regarding your request for an
internal review under the Environmental Information Regulations 2004
(‘EIR’).

As was explained in my acknowledgement of your internal review request, I
had hoped to send you the internal review response by 06 August 2019,
which is the 20^th working day following receipt of your request.
Unfortunately it has not possible to finalise the internal review response
until today, due to the need to complete internal discussions regarding
this case. I apologise for any inconvenience this extension of the
deadline for response may have caused you. As outlined in my
acknowledgement of your request, under the EIR, the council is required to
provide a full response to internal review requests within 40 working
days, although the council aims to complete this task within 20 working
days.

I have now completed my investigations in respect of this internal review,
and my response is set out below.

 

Internal Review Response

I understand this EIR request (ref. F/CRT/10011439) was filed on 24 May
2019.

Under Regulation 5(2) of the EIR, a public authority has a duty to
communicate information requested under the EIR, to a requester, no later
than 20 working days after the date of receipt of the request. The 20
working day deadline to respond to your EIR request fell on 24 June 2019.

 

On 09 July 2019, you filed a request for an internal review, on the
grounds that the council had not yet responded to your EIR request.

 

In carrying out this internal review, I have spoken to the Information
Management Team, which is responsible for preparing the EIR response.

 

The Information Management Team has stated that it was unable to issue the
response by the original 24 June deadline, due to the need for additional
time for discussions with the relevant departments, regarding the EIR
response. The Information Management Team is now in the process of
completing its discussions with the departments regarding the response,
and is aiming to issue the EIR response within ten working days (by 22
August 2019).

 

I therefore uphold your complaint that the council has not complied with
the EIR, by failing to issue a response to your EIR request by the
20-working day deadline of 24 June 2019. I can only apologise on behalf of
the council, for this delay in responding to your request, and for any
inconvenience this may have caused you. I am conscious that you have been
waiting to receive the EIR response for some time. I have reminded the
Information Management Team of the need to inform requesters promptly if
there are likely to be delays in responding to requests for information,
and, where possible, to suggest an alternative reasonable timescale for
issuing the response.

 

If you are not happy with the outcome of this internal review, you have
the right to apply directly to the Information Commissioner for a

1) the file appears to be corrupted. If you try to download it from the corresponding page on WhatDoTheyKnow, the file won't open. Can I please ask you to verfify the file integrity and send again, perhaps hosting it on one of your own systems as a backup.

2) the Data starts in April 2018 - can you please supply data that was stored prior to that date. I understand that this marks the point at which a new reporting system came in and that the data layout will be different in your submission

3) Can you confirm that all fields are included except those not allowed under FOI rules?

As the file is not openable and complete, please treat this request as one for internal review.

also mindful of your request to include information prior to April 2018 as
well.

 

The data I have currently been provided contains in excess of 40500
individual entries and as such, due to the volume of the information, it
is considered impractical to comply with the request within the earlier
period of time previously advised to you. The Council is going to require
additional time to remove and/or anonymise the personal data within the
spreadsheet in order to make it appropriate to disclose this information
to you.

 

Regulation 7 of the Environmental Information Regulations 2004 provides
that a public authority may extend the period of 20 working days to 40
working days if it reasonably believes that the complexity and volume of
the information requested means that it is impracticable either to comply
with the request within the earlier period or to make a decision to refuse
to do so .

 

As such I am extending the time frame for a response from 11^th September
referenced below, until the 9^th of October 2019. If I am provided with
the redacted information before that time, and subject to appropriate
exemptions, I will forward it on to you sooner.

September and my email of 30 September extending the time frame for a
response to this review to today under the provisions of regulation 7 as
detailed below.

 

In respect of your request, please see attached which represents the data
held by the relevant department in relation to your request  for
information pertaining to flytips from 2014 onwards, subject to redactions
pursuant to the Environmental Information Regulations 2005. Please be
aware that the information is in the attached format due to its extensive
volume.

 

In viewing the data, please be aware that personal data has been redacted
pursuant to regulation 5(3) and Regulation 13 of the Environmental
Information Regulations and is marked up within the document as follows:
*personal data redacted*. Most often, the redaction has been made on the
basis that this contains the personal details of the referrer, including
home addresses, personal status and circumstances, family life or details
of the suspected fly tipper, including personal identifiers, addresses,
vehicle registration numbers etc.

 

Most of the referrers have not completed all the information in the
reporting form, and these are accordingly left blank within the document.
In relation to latitude and longitude, where these latter columns have
been highlighted in yellow, this represents the redaction of information.
Given the vast array of means by which referrers can report flytips,
including via the app and the website and the way this information is
populated within the data set, it is not possible to discern whether these
coordinates pertain to the referrers address rather than the location of
the flytip. For that reason, they have been redacted and highlighted in
yellow to represent their redaction.

 

In relation to the time taken to resolve the reported flytips, I am
advised that the department do not have the data of how long the
resolution took. Similarly, the department do not record whether or not a
location is a repeat flytip location. As previously indicated,  the
address held on the records may be that of the flytip or it could be that
of the referrer that records fly tips in their neighbourhood.

 

In relation to the final column titled “Is On”  - this is the full name of
that header and I am advised that when used in the context of the App
would allow the user of the app/website to select from an option set
however this has not been used by referrers.

 

If you are not content with the outcome of the internal review, you have
