I am requesting data in relation to all of the Group M (undergraduate law) courses offered by your university. For avoidance of doubt, this includes the Scots Law LLB, any Common or Dual-Qualifying degrees, and any Law with a Year Abroad/ Law with a Language/ Joint Honours Law programmes.

Please provide the following data in relation to these courses for the 2016/17 and 2017/18 UCAS admissions cycles:

1. The offer rate for applicants who were domiciled in Scotland;
2. The offer rate for applicants who were domiciled in the rest of the UK (‘rUK’);
3. The offer rate for applicants who were domiciled in the rest of the EU (‘rEU’);
4. The offer rate for international/non-EU applicants.

5. The percentage of students who had enrolled on one of these courses having sat Scottish qualifications. For example, if 10 people enrolled in one year, and 6 had sat Scottish qualifications, the percentage would be 60%;
6. The percentage of students who had enrolled on one of these courses having sat A-levels.

7. The average entry tariff for students who enrolled at the university who had sat Scottish qualifications. For example, a student who enrolled after achieving AAAAB at Higher level and AB at Advanced Higher level would have a UCAS tariff of 263;
8. The average entry tariff for students who enrolled at the university who had sat A-levels. For example, a student who enrolled after achieving A*AA at A-level would have a UCAS tariff of 152.

I am writing to request an internal review of University of Glasgow's handling of my FOI request 'Data on admissions - Scottish and A-level qualifications - 2016/17 and 2017/18'. I am requesting an internal review on the basis of two grounds:

1. The offer rates provided in Appendix A do not always add up to 100%. This seems odd, as it suggests that some candidates who received offers belonged to two or more domiciles simultaneously. For example, the data for those who joined the LLB at Glasgow in 2016 is as follows:

69% 40% 46% 42% (these percentages add up to 197%)

2. I believe that the s.17 ground for the refusal does not apply to Questions 7 and 8 in my request. The university has data on the grades achieved by every student who enrolled for the relevant courses. From that point, should be straightforward to collect the relevant grades into a single spreadsheet and convert them, using the publicly-available UCAS tariff guide (available here: https://www.ucas.com/files/new-tariff-ta...), into UCAS tariff points. At that point, calculating the mean averages and copying them into your response should be trivial.

I do appreciate that the process I've described above is more time-consuming than a simple lookup, but I remind the university that:
a) if the cost of the request was an issue, it should have cited the correct ground for refusal and issued me with a fees notice, and
b) if the cost of the request was an issue, the university should have offered me a chance to narrow the scope of my request so as to bring it within the cost limit of £450/18 staff hours.

If costs do end up being a problem, I would like to request the data for 2018 entry only, which should halve the amount of time/effort needed to deliver a response to my request.

I look forward to hearing the outcome of my request for internal review.
