For the Period 2010-2015, kindly provide me with (1) a Complete List of Bus and/or Coach Companies (including Company Name, Company Number, Registered Company Address, Name of Transport Manager) granted London Service Permits by Transport for London under the powers specified by Section 185 of the Greater London Authority Act 1999 and (2), for each Bus and/or Coach Company provided in (1) any Specific Non-Confidential Conditions (Length of Permit, Suitable Routes, Passenger Set Down & Take Up Points, Passenger and Safety Convenience) stipulated in the London Service Permit by Transport for London as per Section 187 ss 2 (a-c) of the Greater London Authority Act 1999.

Thank you for your email received on 18 January 2016 asking for
information about London Service Permits.

 

Your request has been considered under the requirements of the Freedom of
Information Act 2000 and our information access policy.

 

I can confirm that we do hold some of the information you require. However
to answer your request would exceed the ‘appropriate limit’ of £450 set by
the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

 

Under section 12 of the FOI Act, we are not obliged to comply with a
request if we estimate that the cost of determining whether we hold the
information, locating and retrieving it and extracting it from other
information would exceed the appropriate limit. In this instance, we
estimate that the time required to do this would exceed 18 hours which, at
£25 per hour (the rate stipulated by the Regulations), exceeds the
‘appropriate limit’.

 

We hold all the information requested except for the transport manager
details, which are held by the Driver & Vehicle Standards Agency (DVSA).
However, to answer your request we would need to identify all permits in
force between January 2010 to the current date, which would require
cross-checking of each consecutive London Service Permit (LSP) bulletin to
make sure that each permit has been captured (including short-term ones,
many of which only operate on one day). Between January 2010 and the date
of your request, there have been 154 LSP bulletins and we estimate it
would take 10 minutes to cross-check each one. During the same period 587
permits have been issued. We would also need to inspect each permit and
each permit’s route record appendix, plus each variation, to answer your
request in its current format.

 

To help bring the cost of responding to your request within the £450
limit, you may wish to consider narrowing its scope so that we can more
easily locate, retrieve and extract the information you are seeking. For
example you may wish to reduce the time period that your request covers,
or request only copies of current permits and their route record
appendices. The list of current permits is already available on our
website via the published bulletin:

request for specific documents, TfL is not obliged to answer if it would
require the creation of new information or the provision of a judgement,
