Data and information relating to V5C reclassification into Motor Caravan

We're waiting for Zoe Fiander to read recent responses and update the status.

Dear Driver and Vehicle Licensing Agency,

I would like to request the following information and data under the Freedom of Information Act. In the event that only part of the data and information is available I would like you to supply the elements that are available.

1. Any guidance issued to DVLA officials between 1 January 2019 and 1 June 2019, which discusses or describes what is meant by the exterior appearance of a motorhome and/or provides a list of exterior features indicative of body type Motor Caravan.

The reason for this request is that there is a legal requirement on a vehicle keeper to have the V5C reclassified to Motor Caravan if certain minimum requirements are present and properly installed. However as of 16 May 2019 the DVLA additionally specifies the exterior 'look like a motorhome.' I understand that the DVLA wants the body type to be clear from external inspection in the interests of law enforcement. However this requirement is potentially subjective as motorhomes come in many different forms, and it is not clear how vehicle keepers can comply with their legal obligations if some further guidance on exterior features is not made available by the DVLA. Therefore I am making the request in order that vehicle keepers can properly comply with their legal obligations.

2. Policy discussion generated by the DVLA between 1 January 2019 and 1 June 2019, discussing the legal requirement to reclassify to Motor Caravan if the minimum features are present and how this fits with the requirement that the exterior look like a motorhome.

3. The number of V5C reclassifications to Motor Caravan issued in:
1 January 2018 to 31 December 2018
1 January 2019 to 1 June 2019 (or the present calendar year to date if the breakdown is not readily available)

Please also advise on my route of appeal if any element of this request should not be granted.
