How does the council allocate resources following a care assessment (a points for £s system, a ready reckoner based on assumed hours, a RAS based on a complex algorithm etc).
How is the RAS reflective of the local situation / marketplace?
When was the RAS last updated?
Has the RAS been adjusted to ensure that there is no hierarchy in allocated levels re the outcomes listed in the care act?
What is "the cost to the council" in terms of per hour care and support / practical support etc.
Who has been contracted to provide the "independent advocacy" for people who have difficulty participating in the assessment / support planning?
Which organisations provide support planning assistance?
Will you be designing an online tool to assist individuals to create their own support plan by following prompts?
How will support plans be approved?
Are there limits as to the amount of money / hours provided for a certain need (e.g. one hour per week for shopping or cleaning).
What is the current approved/ suggested breakdown of wages and on-costs for people employing their own Personal Assistant?

Internal policies regarding resource allocation and support planning
A copy of the RAS (if a ready reckoner or points based spreadsheet)
Data included in the RAS to make it applicable locally - e.g average cost of personal care in the borough etc
Documents used to refer people for support planning assistance

The person-centred thinking tools and other guidance / resources that have been provided to people who are supporting people to plan their care and support.

How does the council allocate resources following a care assessment (a

We use FACE’s V6.4 RAS model which has been calibrated to local practice
here in Greenwich and uses current local costs for services

 

How is the RAS reflective of the local situation / marketplace?  

The RAS has been configured to use standardised costs for services here in
Greenwich.

 

When was the RAS last updated?

 The RAS was last re-calibrated in October 2014

 

Has the RAS been adjusted to ensure that there is no hierarchy in
allocated levels re the outcomes listed in the care act?

 The FACE RAS allocates based on the needs of an individual and does not
prioritise any one domain over another.

 

What is "the cost to the council" in terms of per hour care and support /
practical support etc.

 Standardised home care rate in the RAS currently is £11.62 per hour.

Who has been contracted to provide the "independent advocacy" for people
who have difficulty participating in the assessment / support planning?

We have commissioned two organisations to provide Independent Advocacy. 
Advocacy for Older People and the Greenwich Advocacy Partnership (GAP.) 
GAP is a consortium made up of Metro Centre, Advocacy in Greenwich and
Greenwich Mind.

 The Carers Centre

 

Will you be designing an online tool to assist individuals to create their
own support plan by following prompts? 

No tool is currently available within Greenwich

 

How will support plans be approved?

Team Managers

 

Are there limits as to the amount of money / hours provided for a certain
need (e.g. one hour per week for shopping or cleaning)

Technically there is a limit on what is allocated via the RAS, but each
support plan is prepared to meet an individual’s need and to help them
achieve their own personal outcomes so final allocations in certain areas
may vary from case to case

 

What is the current approved/ suggested breakdown of wages and on-costs
for people employing their own Personal Assistant?

The suggested rate to pay PA’s is £8.40. Individuals can pay any amount
that is both meeting needs and within their current budget
