Dear Parliamentary and Health Service Ombudsman,

Please provide information on the process by which Dame Julie Mellor's mail is administered.
NB For Dame Julie Mellor -also read Ombudsman,

1. Which office/ department/ section of has the responsibility for processing Dame Julie Mellor's mail?
Clarification : in letterform, email and any other written communications.

2. Which officer/s has /have the responsibility to monitor her Mail by reading it?
Please provide the job descriptions of the officer/s concerned.

3. And what is the decision process?

When Mail is addressed and received by Dame Julie M ellor - how are these communications elected to be presented to her, or assigned to other officers, or filed?

Please provide the job description of the monitor/s who are tasked with these choices.
And any guidance direction that they may be given to make these choices.

Request Title/summary within scope.

I am writing to make an open government request for all the
information to which I am entitled under the Freedom of Information
Act 2000.

Please send me recorded information, which includes information
held on computers, in emails and in printed or handwritten
documents as well as images, video and audio recordings.

If this request is too wide or unclear, and you require a
clarification, I would be grateful if you could contact me as I
understand that under the Act, you are required to advise and
assist requesters.(Section 16 / Regulation 9).

If my request is denied in whole or in part, I ask that you justify
all deletions by reference to specific exemptions of the act. I
will also expect you to release all non-exempt material. I reserve
the right to appeal your decision to withhold any information or to
charge excessive fees.

If any of this information is already in the public domain, please
can you direct me to it, with page references and URLs if
necessary.

Please confirm or deny whether the requested information is held ( section (Section 1(1)(a) and consider whether information should be provided under section 1(1)(b), or whether it is subject to an exemption in Part II of the Act.

If the release of any of this information is prohibited on the
grounds of breach of confidence, I ask that you supply me with
copies of the confidentiality agreement and remind you that
information should not be treated as confidential if such an
agreement has not been signed.

I would like the above information to be provided to me as
electronic copies, via WDTK. The information should be immediately
readable - and, as a freedom of Information request, not put in a PDF, or any closed form, which some readers may unable to access.

I write in response to your email dated 31 August 2016 in which you asked

I have considered your request in line with the Freedom of Information Act
2000 and can confirm that we do hold the information you have requested.

 

I have answered each of your questions below.

 

 1. Casework-related correspondence addressed to the Ombudsman is opened
by the Corporate Casework team and non-casework related correspondence
or correspondence marked private and confidential is opened by the
Executive Office. Please note that the Chief Executive carries full
responsibility for this administrative function, delegated formally by
the Ombudsman, and any decisions made therein.
 2. The job titles of the members of the Corporate Casework team who open
casework related correspondence addressed to the Ombudsman are: Head
of Corporate Casework, Assistant Casework Manager and Executive
Assistant. The Ombudsman’s Principal Private Secretary (PPS) and the
Chief of Staff open correspondence passed to the Executive Office. The
job descriptions are attached.  As stated above, the Chief Executive
carries direct and overall responsibility for the junior staff
concerned and therefore for this function.

Please note that where these job descriptions make reference to ‘Private
Office’, this should be read as ‘Executive Office’. Similarly where
‘Ombudsman’s Casework team’ features, please read as ‘Corporate Casework
team’.

 3. Please find the current process attached as agreed on 4 May 2016.

As I've failed to find it, via the PHSO website search.

So, knowing of the PHSO's emphasis on openness and transparency, I would be grateful for the link.

In addition, when will this Executive Office - Correspondence Process be implemented?

Because it's dated May 4, 2016 and yet....

Unfortunately, I haven't had ANY further correspondence from the Customer Care Team.

Even well outside the 20-day target. (57 days).

So I would assume that the process it is still on the drawing board stage.... Or it's been implemented unsuccessfully.

Therefore, when will this process be properly implemented by the PHSO?

The new system ...

1. Either isn't working

2. Or it has not been implemented yet.

and I wished to kniw which was the correct answer.

Defiantly isn't working yet!

I wrote to Sir Jon Shortridge on the 25th Aug and asked Customer (don't) care to pass it on. Not even an acknowledgement.

But yesterday 5 10 16 a note from: Adam Hawksbee: Principal Private Secretary to the Chair and Ombudsman saying he is 'taking this forward with our governance team'.

Is that doing what I asked.....? I don't think so. Business as usual...

Correct Brenda .. Adam Hawksbee was the person who was supposedly taking my complaint 'forward' too - on May 4.

You can't help feeling a tad sorry for Dame Julie Mellor.

If, as she's suggested, the rest of the PHSO ignores communications from her office ( the Mick Martin sex-text conspiracy Tribunal letter from Helen Marks, on which she resigned as she was outed inthe Health Service Journal) it makes you wonder who exactly has been running the PHSO al this time.

It certainly doesn't seem to be run from her office.
