Dear Rural Payments Agency,

I am writing to you under the Freedom of Information Act 2000 to request the following information from you:

1. How much do British farmers receive in subsidies on an annual basis?

2. What subsidies are given to British farmers actively reducing their carbon emissions?

If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under the Section 16 obligations of the Act, as to how I can refine my request.

If you can identify any ways that my request could be refined, I would be grateful for any further advice and assistance.

If you have any queries please let me know and I will be very happy to clarify what I am asking for and discuss the request.

Thank you for your request for information on 18 December 2020, which is
being considered under the Environmental Information Regulations 2004
(EIR).
 
Please accept our apologies for the delay in responding to you.
 
You have asked for the following information:
 
1. How much do British farmers receive in subsidies on an annual basis?
 
2. What subsidies are given to British farmers actively reducing their
carbon emissions?
 
From our preliminary assessment, it is clear that we will not be able to
answer your request without further clarification. Regulation 9 of EIR
requires public authorities to provide advice and assistance to applicants
where reasonable.
 
By way of background, the RPA is a paying Agency, delivering EU Common
Agricultural Policy Payments (CAP) to farmers, traders and landowners in
England. We are also responsible for the management of the British Cattle
Movement System (BCMS), the Land Management System which captures the
parcels of land registered under CAP and the Countryside and Environmental
Stewardship schemes. The RPA also administers the Rural Development Plan
for England (RDPE) Growth Programme, Countryside Productivity Schemes and
LEADER programmes.
 
What you need to do
We therefore require you to provide further information to enable us to
identify and locate the information you have requested.

* Please provide a date range for your request, e.g., 2019-20
* Please can you also clarify whether your question is in relation only
to dairy farmers or to all farmers as dairy farmers are mentioned in
the subject line of your email but not in the email itself. (The total
amount of subsidies paid out by the RPA to all farmers in 2019-20 can
be found in the [1]RPA Annual Report. Previous years’ reports can also
be found online by searching for “RPA Annual Report”).
* The RPA does not provide extra ongoing subsidies to farmers reducing
their carbon emissions but does subsidise the purchase of items such
as heat exchangers (to recycle the heat removed from milk after
pasteurisation) through the Countryside Productivity scheme. Please
can you confirm if this is the information you require.

 
Once we have received the above information, we will be able to proceed
with your request and advise whether we can provide the information.
Please note that the 20 working day timescale for responding to your
request will commence from the date that we receive the clarification.
