HCA will be aware that I should have by law received a response promptly: on or by 14 May 2018. This has not happened and is now unacceptably overdue.

Thank you for your response. Please immediately supply the (overdue) information in Word format via this website. Information which is now readily available but unsupplied. For the removal of doubt I do not accept the weblink suggestion you make.
Beneath is self explanatory - relates to a DIFFERENT FOI but regarding the same rejected access suggestion. I am sure the Information Commissioner is going to be interested in all this.
FOLLOWING COPY FROM DIFFERENT FOI for your information;

1. Please pass this on to the person who conducts Freedom of Information reviews.
My FOI request is simple, straightforward and I am given to believe the information exists.
2. In the first instance please take the necessary action to ensure that the overdue information is promptly supplied in open word or pdf form via the site link given in the final sentence below.
3. HCA’s response has been neither prompt nor within the normal 20 days time frame. Submitted on 19 August 2017 only on 11 October 2017 did HCA respond to my request. Instead of supplying the information via open pdf or word form as attachments, HCA selected access to the information via a link to the commercial information data handler Egress. That link did not function. Again I had to contact HCA.
4. For a 2nd time HCA chose to attempt to supply the requested information via a link to Egress despite my specific request on 16 October to ‘download the documents in an easily ready accessible format such as Word, a pdf’. As that 2nd attempt failed I (today) telephoned HCA’s IT Service Support Officer because specific email link detail was required from him (supplied to him by HCA’s Legal & Information Officer) for any chance of successful access. Unsurprisingly even armed with that, access failed. Clearly not only are the chances of successful access virtually nil for myself – the requestor – but similarly non existent for anyone else.
5. In any event it should not be necessary to have to undertake such a pathway via a 3rd commercial company to access such basic public information.
6. HCA’s Legal & Information Officer has chosen a route to supply information which should be openly and readily available for myself and anyone else. There should be no requirement for myself nor anyone else to have to supply personal information to a commercial 3rd party for this information. The requested FOI information is important: not least regarding health.
7. Obviously this has wrongly, needlessly taken up considerable time and money: mine, HCA's and the taxpayers'. "

A. Thank you for your 26 June 2018 suggestion of providing information replying to above FOI on a disc plus information relating to 2 other FOI requests – a suggestion I am unable to accept because e.g.:
a) For practical reasons.
b) Because I wish the information to be publicly available and separately published alongside its individual request. (Which of course also reduces file size.)
B. On 21 May 2018 I requested an Internal Review of the above FOI request but this does not appear to have taken place: if I am correct please explain why an internal review has not been undertaken and forward it to the relevant person for an Internal Review to be carried out.

Dear Margaret Connolly,
Am about to complain to the Info. Commissioner about all this: time taken for any response; lack of internal review; use of a 4th party company (which demands also agreement to its own conditions to release info) etc, etc.: rather than observe the correct whatdotheyknow pathway. Very illustrative of Homes England's standards also demonstrated by its reluctance to practice the required legal transparency of how, what it does.
