1. Please pass this on to the person who conducts Freedom of Information reviews.
My FOI request is simple, straightforward and I am given to believe the information exists.
2. In the first instance please take the necessary action to ensure that the overdue information is promptly supplied in open word or pdf form via the site link given in the final sentence below.
3. HCA’s response has been neither prompt nor within the normal 20 days time frame. Submitted on 19 August 2017 only on 11 October 2017 did HCA respond to my request. Instead of supplying the information via open pdf or word form as attachments, HCA selected access to the information via a link to the commercial information data handler Egress. That link did not function. Again I had to contact HCA.
4. For a 2nd time HCA chose to attempt to supply the requested information via a link to Egress despite my specific request on 16 October to ‘download the documents in an easily ready accessible format such as Word, a pdf’. As that 2nd attempt failed I (today) telephoned HCA’s IT Service Support Officer because specific email link detail was required from him (supplied to him by HCA’s Legal & Information Officer) for any chance of successful access. Unsurprisingly even armed with that, access failed. Clearly not only are the chances of successful access virtually nil for myself – the requestor – but similarly non existent for anyone else.
5. In any event it should not be necessary to have to undertake such a pathway via a 3rd commercial company to access such basic public information.
6. HCA’s Legal & Information Officer has chosen a route to supply information which should be openly and readily available for myself and anyone else. There should be no requirement for myself nor anyone else to have to supply personal information to a commercial 3rd party for this information. The requested FOI information is important: not least regarding health.
7. Obviously this has wrongly, needlessly taken up considerable time and money: mine, HCA's and the taxpayers'.

Thank you for your email requesting an Internal Review for this request.
Our target for responding to such requests is 20 working days, and so the
deadline for our response to this is 13 December 2017.

 

In relation to accessing the documents to be disclosed in this response, I
have contacted our IT team again and I understand one possible reason why
it has not worked is that the download link will only work for the email
address it is sent to – in this case, the whatdotheyknow.com generated
address – therefore you would need to use that address as the registration
address for the link to work. If you are not able to sign up using this
address or if it would not be suitable, we would be happy to re-upload it
using a different email address if you would like to provide an
alternative contact email address. The files concerned are in PDF format,
however there is approximately 130mb of data and so emailing it through as
attachments in the normal way is not as practical as it would normally be
for smaller files.

 

An alternative option would be to print the documents and send them to you
in hard copy. However, as advised in our acknowledgement letter, it is
possible a fee may be charged for this. If you would like to receive this
information via post, please let me know and I will advise if a fee is
applicable and details of that amount. Please note we will not incur any
cost before you have confirmed you are willing to meet this fee and
payment has been made.

Dear Reader - As is evident it has been a long battle to obtain information which should have been promptly, readily forthcoming neither of which has been the case. Am unhappy about the number of redactions also importantly I have not received the requested Asbestos Removal Certificates which if they exist I believe HCA / Homes England should possess as duty holder. Over 20 large asbestos ridden (building surveys) have been demolished; demolition material crushed, pulverized on the flat, coastal windy site. Vast dusty stockpiles 4ms high were then created. Saving c £57,000 HCA, Homes England chose not to implement measures to keep dust down. A High Risk designated site being tightly hemmed in by thousands of local residents who have suffered from windblown dust from demolition works lasting over 5 months with virtually non existent mitigation. Total project well over 6yrs. There was also no Dust Management Plan (DMP) during demolition works. I believe Gosport Borough Council held responsibility to produce the DMP prior to works commencement. Post demolition a DMP was produced by a road constructor covering its own works. However the measurement tool re dust was an 'EAC%' which turned out only a potential measurement tool indicative of the dust capability to discolour buildings. Gosport Council's Environmental Health kept reassuring local residents worried about health impact from demolition dust and site's comprehensive contamination that all was OK. Beware - these practices are to be a blueprint for Home's England / HCA's other projects.
