Cycling Level of Service scores for proposed Quietway interventions

Dear Wandsworth Borough Council,

At the Community Services Overview and Scrutiny committee meeting coming up on the 24th November, paper 15-458 refers to the Quietways programme. The Quietways are being funded by TfL, co-ordinated by Sustrans in partnership with Wandsworth Council as the principal highways authority for the majority of the streets along which the proposed quietways will pass.

As part of the new London Cycle Design Standards, there is a Cycling level of service (CLoS) toolkit, which provides an ability to quantify the quality of the current street layout, and quantify how any proposed changes will improve the level of service.

Please provide the CLoS scores for the interventions referred to in paper 15-458, both for the current street layout and what the scores will be if the proposals are given the go-ahead following consultation.

I refer to your request for information received on 23/11/2015.  Please
see the information below in response to your request: -

partnership with  Wandsworth Council as  the principal highways authority

The Council has not undertaken this assessment. The Quietway proposals
have been developed by Sustrans for the Council, and the governance of
Quietway designs involves them being reviewed and approved by a Quietways
Board led by TfL, the funder of the routes. Cycling Level of Service
assessment forms part of this Board’s review process so your query would
be better directed to TfL.

Can you please confirm that Wandsworth Council as the relevant highways authority has not seen any details regarding CLoS evaluations for the proposed interventions. authority, has not seen any details regarding CLoS evaluations for the

It has been confirmed that Council officers cannot recall seeing Cycling
Level of Service (CLoS) assessments for the Quietways proposals, therefore
there is no information held. The proposals have been reviewed by
Transport for London’s Quietways board, which includes the authors of the
London Cycling Design Standards and the CLoS assessment.
