Freedom of Information, Highland Council

Dear Ms Storr,

Request for information under the Freedom of Information (Scotland) Act
2002 or Environmental Information (Scotland) Regulations 2004

Thank you for your request for information regarding cycling
infrastructure, received 1^st May 2014.  We have referenced your response
as 861049, please quote this reference in further correspondence relating
to this matter.

Request below -

 1. Could you please advise me of length of roads in your control a) where
mandatory speed limit is 20mph or less b) where mandatory speed limit
is between 20 and 30mph c) where mandatory speed limit is over 30mph.
 2. Length of pedestrian only footways (pavements).
 3. Length of shared cycle/walkers paths.
 4. Length of advisory (dashed white line) on road cycleway.
 5. Length of mandatory (white line) on road cycleway.
 6. Length of off road/dedicated cycleway (could be at road edge but level
change or kerb provides protection).
 7. Number of on street cycle racks.
 8. Number of on street car parking spaces.

Due to the scope of this request we are unable to extract this information
without extensive survey work.   This would involve checking individual
Traffic Road Orders which would exceed the £600 threshold  beyond which
authorities are not obliged to comply with information requests under
section  12(1) (Excessive cost of compliance) of the FOISA. I am sorry we
are unable to assist you further with your request.

However, I can advise that the Highland Council completed a speed
reduction programme throughout Highland Schools in 2009 introducing 20mph
speed limits near schools.

any aspect of how it has dealt with your request. This requirement for
review should be put in writing to the Freedom of Information Officer,

review, you have the right to appeal to the Scottish Information
Commissioner under Section 47 of the Act (Regulation 17 of the EIRS),
within six months of receiving the Council's review response.
