Cycling - Anti - social behaviour orders

I would like to make an FOI request for the following information. The PCC Sir Graham Bright has described cyclists as anti-social in Cambridge.Of the 4400 anti-social incidents in Cambridge reported between March 2014 and February 2015 how many incidents involved behaviour directly relating to cycling. In addition how many fines and for what were imposed on cyclists during the same period.

In reply to your request for information under the Freedom of Information
Act 2000, received 30/03/15.

 

The Freedom of Information Act 2000 (The Act) requires us to handle all
requests in a manner that is blind to the identity of the requestor.  Any
information released in response to a request is regarded as being
published, and therefore in the public domain without caveat.

 

Request

 

I would like to make an FOI request for the following information. The PCC
Sir Graham Bright has described cyclists as anti-social in Cambridge.

 

1. Of the 4400 anti-social incidents in Cambridge reported between March
2014 and February 2015 how many incidents involved behaviour directly
relating to cycling.

 

2. In addition how many fines and for what were imposed on cyclists during
the same period.

 

We have completed all searches within Cambridgeshire Constabulary and
hereby enclose your response.

 

Response

 

1. We have searched the system for ASB in Cambridge for this period and
then word searched cycling. Each of these incidents has been manually
reviewed to determine if they meet this request. There are only 7
incidents in which we would describe the cycling as being ASB. There are a
total of 40 incidents out of 4400 in which the word cycling is mentioned
and below are a flavour of the incidents:

 

                Cyclist being cut up by motorists

                Cyclist abused by pedestrians

                Cyclist altercation with motorists

                Parking compliant about vehicles in cycle lane

                Damage being caused to cycle

                Several mention recycling.

 

Under Section 16 duty to advise and assist you may also wish to contact
the PCC’s office directly for clarification on the details of this
statement, as the PCC’s office should also be in a position to clarify the
source of the information and its justification.

 

2. We have run a report against offences which are specific to cyclists
and these were the results:

Ride a pedal cycle on a footpath / causeway by the side 15
of a road made / set apart for the use of foot
passengers
Ride a pedal cycle on a road and fail to comply with the 91
indication given by a traffic sign
Use a pedal cycle on a road at night when the front and 4
/ or rear position lamps were not kept lit and
unobscured
Use a pedal cycle on a road when front / rear position 8
lamp / retro reflector were not fitted
Grand Total 99

 

Although these figures were run from 01/03/2014 to 28/02/2015 there may be
some missing from the February figures as there is a six week turnaround
(approx.) on tickets.

 

Cambridge also operates a LIT scheme (Lights instead of Tickets) where
cyclists are given a chance to avoid the ticket if they purchase the
lights and demonstrate this to the police. These are therefore not
included in the above figures.
