I note that Westminster's response to Question 2 confirms that the current contract which runs through to 2020 was awarded through a competitive procurement process. I have been unable to locate any evidence of this procurement opportunity.
Could you please confirm the following in support of your previous answer:

1 - The date that the procurement process was published
2 - How and where the opportunity was published
3 - The deadline for proposals to be formally submitted
4 - The number of potential providers that expressed interest in this opportunity
5 - The number of providers actually submitting proposals
