Cycle Superhighways - choice of colour

Dear Transport for London,

I would like to know on what date (as close as possible) TfL chose the shade of blue to be used for the Cycle Superhighways, and on what date (as close as possible), TfL first entered into discussions with Barclays Bank plc over possible sponsorship of the Cycle Hire Scheme and the Cycle Superhighways.

Was the choice of colour made before or after the beginning of negotiations / discussion with Barclays Bank plc?

Is the shade of blue used the same as the Barclays Bank plc corporate colour, or a different shade?

They certainly changed the logo for them. See this pre-barclays branding guide:

Dear Mr Thurston

Thank you for your email received by TfL on 29 July 2010. You asked for
information about the sponsorship of the Barclays Cycle Hire Scheme and
the Barclays Superhighways, and the shade of blue used for the
superhighways.

Your request has been considered under the requirements of the Freedom of
Information Act and I can confirm that TfL does hold the information you
require.

The Barclays Cycle Superhighways are the first "end to end" cycle routes
from outer to inner London, and the blue colouring was chosen as it
clearly distinguishes these routes from the more localised green cycle
lanes. The blue surface colour was chosen following independent customer
research and benchmarking of similar successful schemes in other countries
(blue cycle lanes are also used in Copenhagen, for example). There may be
areas where the Barclays Cycle Superhighway crosses over a green or black
tarmac cycle lane, and by being a completely different colour, this
assists with way-finding as well as raising the profile of the routes,
attracting new cyclists to them. The decision to use blue cycle lanes was
made in early 2009, long before Barclays was chosen as a sponsor of the
scheme.

In terms of the sponsorship, TfL sought a single company to act as a
sponsor for up to the first five years of the London Cycle Hire scheme.
The Barclays bid was the most competitive. The five-year sponsorship deal
is worth up to £25 million and includes the Cycle Superhighways.
Negotiations with Barclays started in March 2010. The choice of Barclays
as a sponsor to the scheme was finalised in May 2010, and the following
press release refers to this:

The shade of blue for the Cycle Superhighways is 'Sky Blue RAL 5015',
while the Barclays shade of blue is 'Pantone Process Cyan'.

With regard to cycle hire, a mint green coloured logo was used while TfL
was seeking a sponsor for the scheme. The sponsorship contract with
Barclays allowed for both naming and branding rights and, as part of this,
the final cycle hire roundel was produced to match the sponsor's brand.
