Dear Richmond upon Thames Borough Council,

I am writing to request the answers to the following questions, on
the subject of cycling within your borough, under the Freedom of
Information Act 2000.

1. What percentage of your borough's total road kilometres consists
of fully, hard segregated cycle routes?

2. How many total kilometres of fully, hard segregated cycle routes
does this equate to?

3. Since the 6th of May 2010, how much money in pounds sterling has
been spent from your borough's transport budget on creating further
fully, hard segregated cycle routes?

4. In relation to the above question, what percentage of your total
transport spend within your borough for the named period did this
constitute?

5. For the period between the 1st of April 2014 and the 31st of
March 2015, how much total money in pounds sterling from your
borough's transport budget has been or will be allocated to
creating further fully, hard segregated cycle routes?

6. For the period mentioned in question 5, what percentage of your
borough's transport budget does this constitute?

7. What percentage of road kilometres under your sole control are
20mph roads?

8. Aside from the above mentioned, what other initiatives is your
borough undertaking to improve the safety of cyclists on roads
under your authority?

In this instance, hard segregation means where there is a kerb
separating the standard road surface from the cycleway. It does not
include shared footpath and cyclepath routes where this is no
separation between the footway and the cycleway. Please only
include cycleways that are solely under your council's control for
this figure.

Total road kilometres is the distance of standard roads that are
accessible to motorised vehicles, in addition to the distance of
hard-segregated cycleways as described in the above paragraph.
Please only include roads and cycleways that are solely under your
council's control in this calculation.

Please email your responses in a Microsoft Excel spreadsheet within
20 working days of this request being submitted, that is to say by
the 28th of February 2014.

Further to your request for information below please can you clarify the following in respect of your request:

Questions 3 to 6 refer to the “borough’s transport budget”. Our Traffic & Transport budgets would ordinarily include many areas like Transport Planning, Highways maintenance, Reactive works, Parking and Transport Service. Does this question relate to all of these areas or just the Transport Planning area?

Also, should capital expenditure be included too? We have a number of capital schemes relating to the Safety Education, some of which are externally funded through TFL schemes for example. Should they be included?

Our response:

1.    The Council does not hold records of segregated cycle routes as you
have defined but, having made internal enquiries, we do not believe there
are any significant lengths on the Borough’s road network.

2.    The Council does not hold records of segregated cycle routes as you

4.    Not applicable.

5.    Budgets are presently being set and the position will not be clear
until the outcome of Richmond’s bid to Transport for London for
Mini-Holland funding is determined during March 2014.

6.    Dependent upon the outcome of five above.

7.    We do not hold that information but the extent of 20mph limits may
be ascertained from the attached Traffic Management Orders. Please note
that we have redacted the personal signatures of the authorised personnel
in complying with the Data Protection Act 1998.

8.    The Borough undertakes cycle training of all year six children
across the Borough like all other London Boroughs. Also the Council offers
year one scooter training which gets taken up depending on available
budgets of the schools concerned. Twice a year officers from Road Safety
hold Junior Citizen events where amongst other things safety is discussed.
Cycle parking and direction signs are erected to help cyclists cycle
safely by directing them the most suitable ways. We have submitted a Mini
Holland bid to Transport for London to improve cycle facilities in and
around Twickenham and also bids have been submitted for more cycle
training, grants to provide cycle facilities at schools and to work with
schools in the form of Cycle to School Partnerships. We have also received
funding to train our Council drivers of HGVs to drive more safely and in
particular to be more aware of cyclists that they share round space with.
