I work in the MPS Public Access Office (PAO) dealing with Freedom

As I explained in my previous letter to you, the MPS only became aware of
your request on 06/05/2009, and I apologise again for the delay in
responding to you. I note you seek access to the following information:

I can confirm that the MPS holds information on the monthly number of
Fixed Penalty Notices issued for cycling on pavements in London for 2008
and 2009. This information is disclosed to you in the attached
spreadsheet.

No information is held regarding the number of staff hours allocated to
issuing cycling FPNs. However, it may be possible to estimate how much
time is spent issuing cycling FPNs by estimating the length of time of the
average on-street exchange to issue the FPN (a reasonable estimate for the
average time could be, for example, between five and ten minutes) and then
multiplying this figure by the total number of FPNs.

The MPS does not hold a summary of the locations of the FPNs. Although
details of each location where FPNs are issued for cycling on pavements
are entered onto a database, it is not possible to sort the information
entered within the location field to enable a summary of the information
to be produced. However, please find attached a list showing the locations
where FPNs for cycling on pavements have been issued for the period 2008
to April 2009. I hope you will find this information useful.
