CV Work Search Universal Jobmatch

Dear Department for Work and Pensions,

Thanks for the reply VTR 5729, do share with me regulations or legislation that does/would "require" someone to have a CV, done Work Search and registered on Universal Jobmatch before they become eligible for benefits when making a new claim. Does this apply to JSA and Universal Credit? When did or will these requirements come into force, do they need new regulations or legislation? Where are these requirements being piloted?

This will require all claimants to do more right from
the start of their claim, including the period before they become eligible for financial support. At their first application for benefits, claimants will be asked to write a CV, register with the Government’s new Universal Jobmatch service, and start looking for work.
Claimants will have longer initial interviews with Jobcentre advisors to support this. This
is one part of a ‘work first’ approach to welfare, and reflects successful reforms in other
countries that have asked more of claimants at the start of their claim

Thanks for the reply VTR 5908, in relation to it>

(a) Can you confirm that if claimants have not either>

1. created a CV ,
2. registered with Universal Jobmatch (UJ) or
3. started to look for work

by ‏first new claim appointment they can be mandated to do 1, 2 or 3 or combination thereof? How long will they be given to undertake 1, 2 or 3?

(b) If mandated to do 1,2 or 3 and the mandated activities are undertaken, will they become eligible for JSA and Universal Credit (UC)>

4. From the date they made the claim?
5. From date of attendance at the first new claim appointment?
6. The date the mandated activity (1, 2 or 3) has been undertaken?

(c) If any mandated activity (1, 2 or 3) are not undertaken, will they become eligible for JSA and UC>

7. From the date they made the claim?
8. From date of attendance at the first new claim appointment?
9. Up to the date the mandated activity is due for completion?

(d) What method of communication will be used to notify someone of any mandated (1, 2 or 3) activities? If written please supply a copy of the text used or any any script used by DWP staff.

(e) When a new claim for JSA or UC is made how are claimants asked to create a CV, register with UJ or start looking for work? If they are asked in writing, please send me a copy, if asked over the telephone please supply a copy of any script used, if asked as part of the original claim application please supply the exact text used or any any script used.

(f) At the fist interview what form of evidence is required to confirm 1, 2 or 3 undertaken?

(g) If mandated to undertake 1, 2 or 3 what form of evidence is required to confirm 1, 2 or 3 undertaken?

(h) I would like a copy of any DWP face to face to/telephone and back office claim handlers/assessors and Jobcentre Plus adviser or coach staff guidance you have that covers the above subjects.

(I) Will a new claim claimant be required to>

10. give the DWP a copy of any CV to keep?
11. give the DWP details of UJ registration to keep (what details will DWP make a requirement for them to keep?)
12. give written evidence of looking for work before the first appointment for the DWP to keep?

(J) What will a new claim claimant be required to give for the DWP to keep to show they have registered on UJ?

(K) For UJ, when the DWP asks a claimant to register does this include uploading a Public CV and creating a UJ profile?

(L) For UJ, if mandated to register will mandation include uploading a Public CV and creating a UJ profile?
