With regards to  Q4 through Q4c, you request has been considered and
although the council may hold the information you have requested, this
part of your request is refused under Section 31(1)(a) of the FOIA- Law
enforcement. This exemption can be used where the council believes that
disclosure of the information may prejudice the prevention or detection of
crime. Provision of the information you have requested , when taken in
conjunction with the information already publically available, could be
used to identify the strengths and weaknesses of the council’s ICT
security. The public interest test has been considered and it has been
decided that the damage that could be caused as a result of providing the
information  outweighs the public interest in disclosure.
