Current and historical Registers of Interest data

I would like to receive a copy of the complete current local authority Register of Interest for all elected politicians in a machine-readable spreadsheet format such as a CSV file, including any additional information that may not be published on your website.

If you hold records relating to historical registers of interest for current and former elected politicians I would be grateful if you could also supply them.

I would also like to receive a copy of the complete current local authority Gifts and Hospitality Registers for all elected politicians in a machine-readable spreadsheet format, including any data that may not be published on your website.

If you hold historical records of gifts or hospitality received for current and former elected politicians I would be grateful if you could also supply them.

Lastly, if you hold a separate register of interests that records those declared at meetings, please also supply that register in a machine-readable spreadsheet format. Again, if you hold historical records of declarations that may not be published on your website, please supply details.

I would prefer not to receive the requested information in pdf format files.

If the requested information is published as open data, please could you supply the location where this data can be found.

Request for Information

 

I refer again to your email of 25 February seeking current and historical
registers of interests, gift and hospitality registers and declared
interests at meetings information for Councillors in a machine readable
spreadsheet format.

 

Having investigated, I can advise that while current register of interests
and gift and hospitality information for Councillors is publically
available on the Councils website, there is no dataset for the historical
information.  The Council does retain historical register of interest and
gift and hospitality information however, this is not held digitally and
to fulfil your request a spreadsheet would have to be created with the
data entered manually.  Accordingly, I must advise you in terms of Section
17 of the Freedom of Information (Scotland) Act 2002, that the information
as sought is not held.

 

That said, current register of interest and gift and hospitality
information for Councillors is available from the Council's website at the

With regard to declared interests by Councillors at meetings, this
information is also publically available on the Council's website and in
terms of Section 25 of the Freedom of Information (Scotland) Act 2002, I
must advise you of this.  By way of some explanation, all declarations of
interest at Council Committee meetings are published in the minutes and
all Committee minutes are published on the Council’s website via the MARS
(minutes, agendas and reports) system.  The MARS system is searchable by
keyword and utilising terms such as “declaration” should enable you to
isolate minutes relevant to your request.  For ease of reference the

I can advise that North Lanarkshire Council, having regard to the
provisions of Section 21 of the Freedom of Information (Scotland) Act
2002, has established a procedure whereby any person who has requested
information and is in any way dissatisfied with the decision on that
request, can within forty working days require a review of that decision
by writing to the Head of Business for Legal and Democratic Solutions,
Civic Centre, Windmillhill Street, Motherwell ML1 1AB.  Accordingly, if
you are dissatisfied with this decision and seek such review please write
to the Head of Business for Legal and Democratic Solutions.

 

I would advise, also, that in terms of Section 47 of the Act a person who
is dissatisfied with a notice given by the local authority under Section
21 of the Act - ie. a notice following a review of a decision by a local
authority, or by the failure of a local authority to give such a notice -
may make application to the Scottish Information Commissioner for a
decision as to whether, in any respect specified in that application, the
request for information to which the requirement relates has been dealt
with in accordance with the Act.  Such an application must be made within
six months of the review decision and be in writing or in another form
which, by reason of it having some permanency is capable of being used for
subsequent reference. The application must state the name of the
applicant, and provide an address for correspondence. The application must
also specify the request for information to which the requirement for
review relates, the matter which gave rise to the applicant’s
dissatisfaction with the original decision of the local authority and the
matter which gives rise to the applicant’s dissatisfaction with the
decision on review by the local authority or the failure of the local
authority to issue such a decision.  The Scottish Information Commissioner
