Dear Mr Silvera,

I believe the same questions were responded to by Northumbria Probation
Trust on 24/1/12. The answers are:--

1) How many offenders carried out Community Service Orders (CSOs) and
Community Payback Orders (CPOs)during the calendar year 2011 (January 1st
2011- December 31st 2011)?

In 2011 2,282 offenders were placed  on a community sentence with Unpaid
Work/ Community Payback.

2) How many offenders failed to turn up to their work placements during
their Community Service Order or Community Payback Orders during the
calendar year 2011 ((January 1st 2011- December 31st 2011)?

NPT has taken this question to refer to unacceptable absences from Unpaid
Work/Community Payback. In 2011, 1276 offenders had at least one
unacceptable absence. Under National Standards, breach proceedings are
normally required to be taken after a second unacceptable absence. As well
as breach proceedings being strictly enforced any hours lost have to be
made up later. Breach can, of course, also mean extra hours added or
another sanction imposed by the Court.
