Cruelty of the Westminster council

P. Wilkinson made this Freedom of Information request to Westminster City Council

The request was partially successful.

From: P. Wilkinson

10 March 2012

Dear Westminster City Council,
I have heard about Westminsters attempts to remove the homeless on
the streets.
According to this article
http://www.westminster.gov.uk/press-rele...
I seek clarification of some points.
quote "In a move backed by homeless charities",
who are these charities and what exactly have they said. It is in
conflict with the later statement
from
http://www.guardian.co.uk/society/2011/n...
"But it said on Wednesday that after discussions with homeless
charities and civil liberties groups, it had agreed to drop the
plans in favour of developing a more co-ordinated approach to
meeting the needs of homeless people in the borough. This will
include finding indoor locations for charities to provide food.

The turnaround follows intensive campaigning from organisations
including Liberty, Church Action on Poverty, and Housing Justice,
which had described the move as an attack on civil and religious
freedoms."
http://www.guardian.co.uk/society/2011/n...
quote from westminster CC"Westminster believes that food handouts
only serve to keep people on the streets longer, damaging their
health and life chances." If people do not get food and shelter
they will die. Was this the councils solution to the homeless
problems? Everyone knows there is a shortage of housing and that
the gov is removing benefits and homes and forcing people onto the
streets. This disregard to peoples health and welfare is immoral so
why did westminster council originally resort to such measures when
they knew it can only cause harm. I do not accept the reasons
already given and require further evidence to support this barbaric
attack on the homeless whose numbers will have increased since the
above article appeared.
http://www.guardian.co.uk/society/2012/m...
quote from Westminster article;"Street handouts do little to help
people make the step away from rough sleeping. Instead they
frequently prevent people from facing up to the reality of the
harmful life-style they have adopted." If people have been forced
into homelessness by legislation, and poverty, how can they be
accused of adopting this lifestyle?

I need to ask again, do Westminster council want people to die and
who made the original decisions to remove the homeless, and
criminalise acts of charity. Does Westminster have any future plans
which they know will cause suffering and hardship to vulnerable
people?
I am deeply concerned at how cruel and ruthless government
departments are becoming towards people whose circumstances are
beyond their control, which is why I voice my concerns, and would
like to know the names of the individuals responsible.

Yours faithfully,

P. Wilkinson

Dear FOI,
I wish to have the recorded information from the same sources as
was used to make this statement.“In a move backed by homeless
charities, Westminster Council is seeking to pass a bye-law that
would prohibit soup runs from operating in a designated area
including the piazza itself and around Westminster Cathedral.”

http://www.westminster.gov.uk/press-rele...

people make the step away from rough sleeping. Instead they

harmful life-style they have adopted." If people have been forced
into homelessness by legislation, and poverty, how can they be
accused of adopting this lifestyle?

I do not know where the WCC information comes from, which is why I
placed my FOI request. I require the evidence of the charities
themselves stating to Westmister City Council, they are backing the
Westminster City Council. I need the FOI to show me where the
Westminster Council have received evidence of the individual
charities backing them You say that it is not the job of the FOI
team to make opinions which I acknowledge, it is not your opinions
I am after, it is the opinions which form the decisions made by the
Westminster City Council on the subject, I am interested in.
I would also like to know what steps the WCC have taken to resolve
the issues surrounding the increasing numbers of people who will
end up on the streets, due to the changes in welfare reforms and
other low levels of income.

Yours sincerely,

P. Wilkinson
