CRR supporting Reports
Dear Trafford Metropolitan Borough Council,
Please can you provide me with all the supporting reports which relate to the Options Appraisal for the Carrington Relief Road. This would include, for example, the desktop studies for Environment, Public Transport, Carbon Emissions, Geological Surveys, Heritage, etc.
The latest report suggests, for example, that "A specialist Environmental and Planning Consultant was engaged to undertake a desk-based review of all environmental data relating to the Carrington Relief Road Scheme and to inform the environmental impact comparison for the Preferred Option selection process". Please provide the detailed reports from this and other experts.
I would like to have a copy of all the material which fed into and resulted in the current and previous reports to Trafford Committees.
Yours faithfully,
Marj Powner

Apologies for the delay, we will make this available for you as soon as possible.
Kindest regards

Dear Trafford Metropolitan Borough Council,
I already have an Egress account and have clicked on the link but it tells me access is denied. I have requested access but this has not yet been given.
Please explain.
Your response also suggests that some of the information I requested has been redacted or not supplied. I will request a detailed explanation of any such changes or omissions relating to documents funded from the public purse.
Thank you.
Yours faithfully,
Marj Powner
Dear Ms Powner
Thank you for your email.
Please retry logon as access have been approved.
Also, please refer to the exemption applied in my original response. The information that has been redacted is personal identifying data of individuals. This includes names, signatures etc. as we do disclose names of officers under senior Manager level under the FOI Act 2000.
I hope this is helpful
Kind Regards

Dear Data Protection,
Thank you and I am happy if the only redactions are the names of Officers who are not senior managers. I am rather surprised to have only received 3 documents (albeit that one document has been split into 21 parts (I have recombined this now - I do not understand why that was necessary).
There are a number of other documents referred to in the Preferred Options Appraisal that have not been sent, please can you confirm when I will receive those. In addition, in their response Natural England referred to an "Appendix D", yet the Desktop Environmental Assessment did not include an Appendix D. Please can I have a copy of the document Natural England is referring to in their response.
For your information, I am also still awaiting responses to FOI request numbers 11024 and 10892, for which I received responses which did not answer my questions. One was received just before Xmas, so I guess it may have fallen into a black hole at that point. For the second, I confirmed that my questions had not been answered back in November 2021. Please can you chase these up for me as well.
Yours sincerely,
Marj Powner
Dear Marj Powner,
Apologies for the delay in getting back to you following to your email dated 28 February 2022, we have chased the service regarding the query raised regarding additional documents referred to within the Preferred Options Appraisal.
In relation to the "Appendix D" we can see that this has been supplied to you directly by Natural England

Dear Data Protection,
Hi, yes thank you, I now have Appendix D.
Looking forward to seeing the other documents as soon as possible.
Thank you

Dear Data Protection,
Re FOI request 11383
I am still awaiting the other reports that supported the development of the CRR Preferred Options Report. Please can you explain why these have still not been sent - they must be available as they were material to the creation of the document.
Thank you.
Yours sincerely,
Marj Powner
Dear Trafford Metropolitan Borough Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Trafford Metropolitan Borough Council's handling of my FOI request 'CRR supporting Reports'.
I am still awaiting the remaining supporting documents that I requested in relation to the CRR Option Appraisal. These documents must be available as they are mentioned in the report that was produced for Trafford's Executive.
My original request was sent to you on 11th January 2022. Following some chasing, you provided access to some of the reports on 28th February 2022. I have since chased for the outstanding responses but have had neither explanation or the documents.
Please can you explain why Trafford has not provided the full response to this request. I expected it to be simple and quick given the nature of the request.
Thank you
Marj Powner

Dear Data Protection,
Thank you, yes I can accept reports using Egress (although the last time you did this you split one report into 27 files for some reason, please do not do this again).
You mention "the" report, there are quite a few reports still outstanding - are they all combined into this one report? I have so far received three reports but I think I counted almost 20 reports referenced in the Option Appraisal document. I suggest that someone goes through and identifies them and sends through the ones I do not yet have.
Thanks
Marj
Yours sincerely,
Marj Powner
Dear Ms Powner,
