As a follow up query: where a crime, commissioned by British nationals in the UK, is subsequently repeated abroad, where does jurisdiction rest.
Is there scope for the victim to request the matter transferred to prosecutors abroad. If so, how is it done?
F.Y.I. that the information were available outside the 'public disclosure regime' I'd access it that way; in no way is this a preferred route to obtain information.

'Private prosecution / Actual Bodily Harm'

Dear Crown Prosecution Service,
This is a new FOI query. The actual query is given below. I'd ask you first read a little background:
In 2013, I contacted C.P.S. about an assault. The matter was eventually directed to the D.C.P. with whom I last communicated in August 2016.
CPS explain: ....Crown Prosecution Service can in certain circumstances take over the prosecution of offenses where proceedings have been started by an individual, such proceedings are often referred to as private prosecutions.....
I filed papers at a local court to initiate proceedings. Papers which were already available to the court but apparently unacceptable because 'they had to be filed in person'. However, despite advising me it would deal with the matter, the court subsequently chose not to do so. I protested but without success.
Regardless the nature of the application, it seems CPS's ability to deal with such matters is dependent on the court's decision to receive and process it. After that, at its discretion, CPS may choose to take over from the private prosecution. CPS explained the same.
Where a court refuses to deal with an application and there is question on its decision not to do so, I guess it's up to the applicant to challenge the court - which was tried - or take the matter to a new court although, the matter is now prejudiced in this respect.
I'm going to try and present a case to a court outside the UK, in part because I've been subject to assaults in both here and in Europe; the assaults are related. I'm going to explain my circumstances and what CPS explain to me.
My F.O.I. request to you is this: as you are able and without prejudice, do you hold record of an application, such as that described above, being referred to a court outside the UK because of difficulties filing it in a UK court.
And, as you are able, do you hold record of an application which details CPS prosecuting a case outside the UK because of difficulties filing it in a UK court.

Reading my query again, it's clear it's a little ambiguous. My apologies. I've amended it, including additional information. Would you kindly re-visit your response given the new info.
My FOI queries now read:
- Do you hold any record of an application being referred to a court outside the UK because the applicant, being legal representative or litigant in person, experienced difficulties filing it in a UK court.
- Do you hold any record of an application detailing CPS prosecuting a case outside the UK because the applicant experienced difficulties filing it in a UK court
It may be my first query is better handled by other authority, if CPS are not the designed information owner. Being the case, as you are able, would you kindly identify the correct authority.
My message of 29th June 2017 remains relevant and it may be worth noting also why I make this request: Dorset police refused to prosecute my assailant for reasons best explained by Dorset Police. Unfortunately my assailant chooses not to stop harming. Consequently I sought (and seek) private prosecution. CPS indicated it would be prepared to take over prosecution but sought I begin proceedings. Unfortunately, despite indicating it would hear the case, the court subsequently decided otherwise.

Thank you for your recent message.
Regarding your response of 22 August 2017. Dorset Police refused to investigate the matter. I complained and protested, following prescribed procedure in doing so. I believe Dorset Police were wrong to not prosecute my assailant, a racist thug. I have exhausted complaints procedures and F.Y.I. CPS knows all the details. Furthermore, I'd have secured legal representation if it were available. You seem to think legal representation is readily available. It is not. F.Y.I. CPS knows the details.
I understand, under section 16 of the FOI Act you are obliged to provide advice and assistance. So, as you are obliged and without prejudice: where there is a case to hear (CPS indicates it would be prepared to take over prosecution) but the court cannot be trusted to deal with it (offering to hear the matter then removing its offer, doing so on more than one occasion) where does one turn. That's to say, where does one file a private prosecution?
