Your Information request , our FDN-274826

 

Thank you for your emails requesting information held by the PHSO and your
further emails requesting a review.

 

Your email of 31 August 2017 was chasing a response to your request of
January 2016 which was for the following information:

 

“I found this today and wondered how much it cost to 'host' this work
shop?     

The workshop with the ombudsman schemes (hosted by the PHSO) will discuss:
how ombudsman schemes have responded to criticisms raised by the ombudsman
watchers; the extent to which ombudsman watchers have influenced the
operations of schemes; and how responses to ombudsman watchers fit in with
broader strategies of consumer engagement.”

 

Our records indicate that you have had a response to the request of
January 2016 and also that you requested a review which has been
completed.  This request is therefore concluded, however as previously
advised you can complain to the ICO if you remain dissatisfied with the
way it was handled.

 

I will now address the response provided to your email of 31 August 2017
for the following information:

We failed to respond to your request of 31 August 2017 within 20 working
days as required by the Freedom of Information Act 2000 (FOIA). Please
accept our apologies for this failure and for the delays associated with
your request.

In this request you made reference to your concluded request of 1 January
2016 which was about the Ombudsmen Workshop and that reference makes it
unclear as to what exactly you are asking for.  This is because the
workshop is separate from and not related to the Ombudsman Watchers group
or the research you asked about.  We interpreted your request for research
to mean the article on “Ombudsman Watchers” which covers PHSO the Facts
and other groups set up in relation to other Ombudsmen. 

 

As you know we are allowed to seek clarification if we cannot answer a
request because we are not sure what is being requested.  This could be
because the request is ambiguous, has many potential interpretations, or
no clear meaning at all. We do not have to deal with such a request until
we have received whatever clarification we reasonably need to deal with
it. Please see the ICO guidance on this as

However, ICO guidance suggests that we consider whether we can give a
requester advice and assistance to enable them to clarify or rephrase
their request.   It is my view that your request is ambiguous in nature
however by pointing you to a research which we consider relates to your
request we have provided some assistance.

I am therefore satisfied that your request has received an appropriate
response and that we cannot progress your request until you provide the
requested clarification.

If you remain dissatisfied with the handling of your request it is open to
you to complain to the ICO ([2]www.ico.org.uk). This now concludes your
request.

I take it the answer to my questions are NO!
No Ombudsman Watchers were interviewed or involved and PHSO has not changed any polices.

phsothefacts Pressure Group left an annotation ()

Two members of phso-thefacts were interviewed along with a chap watching the financial ombudsman and another group who we didn't meet. Don't suppose anything changed as a result though.
