Criteria used to assess request for larger wheelie bin

Please pass this request onto the person(s) tasked with responding to Freedom Of Information Requests.
I am writing to request a copy of the documentation/guidelines related to how Council Employees assess requests for a larger wheelie bin (Black Bin) following the introduction of the smaller 180litre bins during the first quarter of 2012.
Specifically I am looking for information related to the criteria under which a request is accepted, declined or otherwise resolved.
Additionally I am requesting statistics related to the number of larger wheelie bin requests that have been approved, and the number declined.
For those accepted I would appreciate a summary of which element of the assessment criteria allowed the request to be accepted.

Dear Mr Kirtley. Thank you for your FOI request the answer to which is
as follows:
The bin size policy:
Households with 1 or 2 permanent residents will receive a 140 litre
wheeled bin
Households with 3 to 5 permanent residents will receive a 180 litre
wheeled bin
Households with 6 or more permanent residents will receive a 240 litre
wheeled bin
If the residents satisfy the following equalities criteria, they will
be given a bin one size larger that the standard sizes above, if they
require larger than a 240ltr Wheeled bin this is referred to Resource
Futures.
More then 2 children in disposable nappies
All members of the household unable to sort out waste for recycling due
to impairment (e.g. Disability)
Someone in the household has an impairment that means the household
produces a greater amount than average amount of non-recyclable waste
(e.g. medial condition producing non-hazardous medical waste that is not
classed as clinical waste)
Process has been that a resident who does not meet our criteria has
been asked to try the new bin for 3 Cycles and if the volume has been
insufficient then a Waste Doctor visit could be requested.
Statistical data relating to the numbers of larger wheelie bin requests
approved or declined is not systematically collected by either Bristol
City Council or May Gurney.
