Criteria for lacking motivation and referral to the CWP

Dear Department for Work and Pensions,

One of the categories for referral to the Community Work Placement (CWP) scheme. Is that a person lacks motivation. Could you detail how this is categorised. In other words the key determining factors that highlight an individual as lacking motivation and hence suitable for the scheme.

Dear DWP Strategy Freedom of Information,

So the DWP has no set policy document or procedural guidelines that it can refer me to, which outlines how Jobcentre staff are suppose to determine motivation in an individual?

I have already received a response to a previous FOI request stating Jobcentre staff have no formal psychological training to determine motivation.

To quote :- 'Although no specific psychological training exists with regard to the Community Work Placement scheme staff have access to a comprehensive suite of learning that has been developed in conjunction with DWP Work Psychologists as appropriate. The learning is underpinned by DWP policy, advice and guidance.'

Considering motivation is part of the primary reasoning for a person being referred to the Community Work Placement scheme along with work experience, I would expect at least guidelines to be issued. So where can I access this 'policy,advice and guidance' surely that is recorded information and not just verbal? Can you also give me details of the 'comprehensive suite of learning' available?

The "comprehensive suite of learning" probably includes the Employment and Wellbeing toolkit. Here it is if you haven't seen it already. It refers a lot to the need for work coaches to be "vigilant".
