Criteria for Assessing Competency of Children by Social Workers

Dear Calderdale Metropolitan Borough Council,
Please provide us with all documentation, guidance and policies which are used by Social Workers working for CMBC/Children and Young People's Services to assess whether a child is competent enough to consent to, or refuse consent for, information being disclosed to someone with Parental Authority for the child, such as if a person with Parental Authority makes a Data Subject Access Request on behalf of the child.
Please also provide all documentation, guidance and policies which relate to how Social Workers working for CMBC/Children and Young People's Services assess whether:
a) a child is at risk of harm;
b) whether a child is acting in their best interests (or not);
c) allegations made against a parent are sufficient enough to decide that there is a risk of harm and that disclosure of information is necessary to prevent that risk of harm.
