To whom it may concern,

I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000. In order to assist you with this request, I am outlining my enquiry as specifically as possible. If however this request is too wide or unclear, I would be grateful if you would contact me as I understand that under the Act, you are required to advise and assist requesters.

I am looking for information about the council’s criteria for adoption. As such, I would like to know the answer to the following questions:

1. What weight or BMI criteria does the council have for prospective adoptive parents?
2. What weight or BMI would preclude a prospective parent from adoption under the council’s criteria?
3. How many families (defined as a single adoptive parent or an adoptive couple) did the council reject for adoption because they failed to meet its weight or BMI criteria in 2019?
4. How many families (defined as a single adoptive parent or an adoptive couple) did the council reject for adoption because they failed to meet its weight or BMI criteria between 2015 and 2019?

I understand that under the Act, I should be entitled to a response within 20 working days. I would be grateful if you would confirm in writing that you have received this request.

responsibility for the recruitment of all adopters is with
[1]Adoption@Heart for all 4 Local Authorities within the Black Country
(Inc. Walsall; Wolverhampton; Sandwell; & Dudley).

4. How many families (defined as a single adoptive parent or an adoptive
couple) did the council reject for adoption because they failed to meet
its weight or BMI criteria between 2015 and 2019?

The information requested in this part of your request is not held as the
council does not record this category of data.  

Accordingly, given that none of the information requested is held by the
authority, in line with the provisions of s.1 Freedom of Information Act
2000 the council is exempt from providing the requested information and
your request is refused.

Furthermore, even if the council were in a position to collate the
necessary information in order to be able to provide a response the FOIA
2000 does not require the council to create information solely for the
purposes of responding to a request for information made under the act.

Most of the information that we provide in response to Freedom of
Information Act 2000 requests will be subject to copyright protection.  In
most cases the copyright will be owned by Walsall Council. The copyright
in respect of other information may be owned by another person or
