Crime statistics for Buchanan Street/ streets with blue street lighting in Glasgow before/after they were installed and the recent situation
Dear Strathclyde Police,
I am a student of Design and Digital Arts in Edinburgh Napier University and I am working on the research for my dissertation. I am interested in how design can affect people's behavior and during my research I came across a few articles referring to the blue street lights in Glasgow (I believe Buchanan Street and other areas). The articles say that since the blue lights were installed, the number of crime decreased noticeably in those areas. However, the articles were published a few years ago and I can not find any recent sources mentioning how the situation is.
Therefore, I would like to ask you for some information. Do you know how the situation is now? Do you have any statistics that I could use which show the situation in the areas before and after installing the blue lighting and the recent situation? Did the number of crimes/suicides drop since the lights were installed? Do people behave calmer in the blue lit areas?

The photograph in the article does indeed appear to be Buchanan Street
in Glasgow.
We could do a comparison of say three years statistics before
implementation and three years after. You will need to find out when
the lighting was installed and come back to us with a timescale, i.e.
what years would be relevant?
You will also need to tell us what area will be relevant, i.e. only
Buchanan street, Buchanan Street and immediate surrounding streets
(which ones), the police beat area covering Buchanan Street etc?
Once you have an idea of what is relevant we can ask our Analytical Unit
to research the crime statistics. We can also forward your request on
to the force Community Safety Department that has a force Architectural
Liaison Officer to see if anything else is held that would be relevant.
Please bear in mind however that a request made under the Freedom of
Information legislation will result in a public disclosure, i.e. to
anyone who seeks it, and particularly as you are going through the

I found out that the lights on Buchanan Street were installed in 1999 and think it would be great to have crime statistics/comparisons from five years before the installation all the way until now (the statistics from 1994 to 2010) if this is possible. If the comparison could be divided into different crime categories (small vandalism, drugs, robberies, more serious incidents or anything relevant), this would also be really helpful.
I am interested mainly in Buchanan Street because of the blue lighting. However, if there are any other streets that you know of with blue lighting in Glasgow, it could be helpful to get the same statistics from those too. I would also like some statistics throughout the same years from the closest streets surrounding Buchanan Street - to see if the situation has developed in the same way both in the areas with the blue lighting and also areas with common lighting, or if the street with blue lighting has a noticeably different development. It is hard for me to say the exact streets, since I am not from Glasgow and not staying there, but let's say it could be any streets with common orange lighting surrounding Buchanan street.
What is the trend for Glasgow in general since 1994 until now? Is the number of crimes increasing/decreasing?

The thing is, I have my presentation on 10th December and it is really important. However, if it can not I can completely understand. The information provided was as suggested in our clarification to you,
dated 20 November 2010. However, I note from your response date 22

thank you very much for providing the statistics to me. I've been working on analyzing them and the year 2004 seems to be critical - the crime went up a lot that year. Is there any specific reason for this that you know of? Maybe there was some event or something happened that caused this? It would be useful to know for the analysis. due to different crime recording procedures or the proactive targeting
of selected crimes resulting in increased recorded and detected
statistics. However before I get back to them, which specific data are

Not all types of crime went up but a lot of them did quite a lot in 2004, according to the numbers and graphs, which made me think it might be due to some specific reason or event or something that happened in that year. The Analytical Unit advises that the Scottish Crime Recording System
(SCRS) was introduced on April 1, 2004. That is the most likely impact.
You can find out more information about this process here:

that the introduction of SCRS had a particular impact on the recording
of vandalism, theft and breach of the peace.
They also suggest it is likely that because you are considering crimes
and offences at such a small geographic level there will be an impact on
small numbers which makes them less robust and subject to greater
fluctuation depending on a variety of factors (including socio-economic,
policing, events such as parades or demonstrations). Without examining
every single selected crime to ascertain the circumstances leading to
its recording or detection, it is unlikely that any perceived
statistical fluctuation can be attributed to any single event.
