Crime numbers and response times

Dear Merseyside Police,

On the dates of July 25th, July 26th, July 27th and July 28th 2019...

How many crimes were reported on each of the above mentioned days, How many officers were on duty across Merseyside on each of the above mentioned days and what was the average response times to incidents across each of the above mentioned days?

For avoidance of doubt:

Crimes reported refers to ALL crime types that came as a result of a call to report an incident.

On duty officers refers to the number of officers who were on active duty, responding to incidents and not officers who were in uniform but not actually on active duty. (e.g. those who were at promotional, PR or other events)

Response times refers to the average response time from initial call to police attendance across ALL reported incidents and NOT for the type of incident reported.

Before we proceed any further, can I ask you to clarify a point.

Your request begins by asking for the numbers of crimes reported on the
specified dates, then subsequently it defines reported crimes as "ALL
crime types that came as a result of a call to report an incident."

Crimes can be reported via various methods and not just telephone calls,
so does your request only refer to crimes that were reported by telephone?

Your request is currently suspended.  As soon as the necessary
clarification is received, we will proceed with the research and you will
be entitled to a response within 20 working days.

My apologies,

I forget that crimes can be reported by the internet these days.

What I meant was all crimes that came as the result of a member of the public reporting them. As in, I am not interested in the numbers of crimes that police officers happened to stumble across, only those that were reported to Merseyside police from people other than police officers.

I write in connection with your request for information, which was
received by Merseyside Police on 29/07/2019, concerning:

and 28th

Your request for information has been considered and I am not obliged to
supply the information that you have requested.

Section 17, Freedom of Information Act, 2000, requires Merseyside Police,
when refusing to provide such information (because the information is
exempt) to provide you the applicant with a notice which:
(a) states that fact,
(b) specifies the exemption(s) in question and
(c) states (if that would not otherwise be apparent) why the exemption
applies.

Reason for Decision:

Information exempt under Section 12 of the Freedom of Information Act. 
Section 12 states that information need not be disclosed if the cost of
locating / retrieving that information exceeds £450, or 18 hours based on
a cost of £25 per hour.

There is no practical method by which crimes reported by members of the
public can be distinguished from those generated by officers.  Researching
such information would require manual review of each individual crimes
reported on the dates in questions and such is the number of cases that
completion of such an exercise would greatly exceed the 18-hour time/cost
limit.

This communication therefore serves as a Refusal Notice under the FOI
Act.  However, some data which has been possible to research within the
time/cost limits has been provided to you.   This information is intended
as assistance and its provision does not affect the legal right of the
Force to rely on the cost exemption for the remainder of the request.

Then I amend my request to include all crimes reported on the stated days, as you feel distinguishing between crimes reported by the public and officers as not possible but there is no reasons as to why the other requests could not be achieved, then please take my initial request but simply change the "how many crimes reported by the public" to How many crimes were reported on the dates outlined in my original request.
