CReSt final project report

Ganesh Sittampalam made this Freedom of Information request to Qualifications and Curriculum Development Agency

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was successful.

Ganesh Sittampalam

Dear Qualifications and Curriculum Development Agency,

Please could I have a copy of the final report arising from the CReSt research study commissioned by QCDA evaluating the 11-19 reform programme?

I understand you may be reluctant to supply this to a whatdotheyknow.com email address, however I would point out that the Information Commissioner has already considered your arguments in a similar case and ordered release: http://www.ico.gov.uk/upload/documents/d...

Yours faithfully,

A potential breach of copyright is not grounds for withholding publication under the Act.

Phil Rodgers left an annotation ()

There was a similar copyright issue on an earlier request (http://www.whatdotheyknow.com/request/on...) which eventually led to the ICO issuing a decision notice (http://www.ico.gov.uk/upload/documents/d...) saying "the public authority should provide the requested information to the complainant to the whatdotheyknow.com email address that was used to make the request". I would point this out to the QCDA if I were you!

Actually I see that you're well acquainted with this issue, given your comments on the earlier request!

Dear Qualifications and Curriculum Development Agency,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Qualifications and Curriculum Development Agency's handling of my FOI request 'CReSt final project report'.

You have not sent me the information I asked for, nor have you provided a valid refusal notice in line with the requirements of the Freedom of Information act.

As I have already pointed out to you, the Information Commissioner has already considered the same arguments you are now putting forward and has rejected them; your responsibility is simply to respond to the "address for correspondence" and any subsequent publication against your wishes would be a separate matter. If you wish to object to any publication by the WhatDoTheyKnow site you can contact the administrators as per the FAQ entry here: http://www.whatdotheyknow.com/help/offic...

A full history of my FOI request and all correspondence is available on the Internet at this address:

Dear Info Compliance,

Please could you advise when you expect to complete this internal review as it is now more than the 20 days that the ICO advises internal reviews should normally take?

Ganesh Sittampalam

Dear Info Compliance,

Thank you for your email and I look forward to finally receiving the information I requested. I do wonder how it can be a good use of your "dwindling staff resources" to go through the document annotating it with references to a soon to be defunct agency, but that is of course up to you.

Yours sincerely,

Ganesh Sittampalam

Dear Mr Sittampalam

Further to your email below, the formal confirmation of the outcome of
the internal review and the annotated document are now ready to be sent
to you. However when attempting to send these items I have received an
'undeliverable' message. This may because of the size of the report and
I have asked QCDA IT staff to look into this issue as a matter of
urgency. However it could also be because your mailbox is full so you
may like to check this in the meantime.

Yours sincerely

Dear Info Compliance,

Thanks for your email. I am confident that my mailbox is not full. If the document is too large (perhaps caused by your "watermarking"?) you may need to split it up into multiple pieces to send by email, or you could try using WhatDoTheyKnow's file upload facility: http://www.whatdotheyknow.com/upload/req...

Yours sincerely,
