c The name and job title of staff member that signs at end of each month confirming that they are satisfied that spending was exclusively for work and not personal use.

HSBC Purchasing Cards - Single transaction Limit £1,000.00. Maximum
Monthly total spend £5000.00.
Allstar (Fuel/Oil & Wash) cards - No Maximum spend limit
c. The name and job title of staff member that signs at end of each month
confirming that they are satisfied that spending was exclusively for work
and not personal use.

cards are not allocated to individuals. The fuel cards are specific to
vehicles, and these vehicles are used by all Chief Officers across
Warwickshire Police and West Mercia Police force Alliance.

FREEDOM OF INFORMATION REQUEST REFERENCE NO: RFI 7283/16. Review Request
Please be advised that the Freedom of Information Act is a piece of
legislation which quite rightly opens up public authorities to greater
scrutiny and accountability and under the provision of the Act an
authority must process a request in writing from a named applicant under
the terms and conditions of the legislation.
However, whilst giving maximum support to individuals genuinely seeking to
exercise the right to know, the Commissioner's general approach will be
sympathetic towards authorities where requests can be characterised as
being part of a campaign. This may be when a person, or persons acting in
consort, make a number of requests for information that are about the same
subject or are designed to further an ongoing dispute/grievance with an
authority, and in these cases consideration will be given to ascertain if
there is evidence of a pattern of behaviour which could be seen to be
obsessive or unreasonable. If this is found to be the case, the authority
would consider applying the below exemptions to future similar requests
for information:
Section 12 of the Act ‘exceeds the fees limit’ - by aggregating the costs
to the authority of all the requests made to date
Section 14 (1) of the Act - by making future requests on the same topic
vexatious.
 
Section 14(1) is also pertinent when a request does not obviously serve to
further the requester’s stated aims or if the information requested will
be of little wider benefit to the public, this will then restrict its
value, even where there is a serious purpose behind it.
 
Please be mindful that each request submitted requires the use of police
resources to retrieve, collate and review the information requested and
that it would not be in the public interest for Freedom of Information
legislation to be used for requests that lack any serious purpose or
value, as using police resources in this way would detract from the core
purpose of policing i.e. preventing or detecting crime and preservation of
life. There are normal business processes in place within force to deal
with complaints and grievances and FOI should not be used as an attempt to
circumvent these processes. FOIA was not designed to provide individuals
with a means by which they can continue a campaign, because they feel that
they have been disadvantaged or dealt with unfairly; there are other
avenues and means by which decisions/ actions can be challenged through
appropriate regulatory bodies.
 
On this occasion we have advised that information is not available in the
format requested for question d relating to fuel cards, and have supplied
sufficient information to fulfil the remainder of your request so in order
for us to be able to assist further, should you wish to progress your
enquiry, please advise of the reason that the specific information is
required and what it will subsequently be used for i.e. Please could you
clarify the purpose of requesting copies of statements as they will mirror
the information already available on the force website.
It may be that we are able to supply other information that would be
useful to you, should you wish to refine and re-submit your request after
viewing our website, for example, if there is a particular expenditure
that you would like further information on.
After receiving your reply, your enquiry will be considered and every
effort will be made to provide a response to within 20 working days. 
However, if correspondence has not been received by 20^th June 2016 I will
assume you no longer wish to proceed with this enquiry and will treat it
as withdrawn.
