I am not asking about installing new bus stops. I am asking aboutthe 2 new stops being installed outside the new "business park" at a position roughly 50°49'49.2"N 0°45'11.9"W

Parking Services at Chichester District Council responded to your initial
FOI request on 22 May 2023 asking for clarification of the specific

I have carried out an internal review and of course read the documents
below and kindly attached in detail.
Firstly I acknowledge the obvious point that your request was misdirected
to the wrong department. It is unfortunate that whilst correction was
later made to redirect you to the correct (external) body nobody made an
apology for the error and I hope you will accept this apology from me,
although I again acknowledge that it is later than would be preferable
when a mistake is made. We would always try to apologise promptly.
I hope it is not trite to point out that the Council carries out literally
thousands of statutory duties, and many thousands more activities in its
community service. It is, fundamentally, a complicated environment and
sometimes errors will happen where officers have to select between a
number of routes particularly when looking at enquiries which border
various roles.
The parking department do occasionally get asked questions about parking
around bus stops. Equally other departments have been asked questions
about cleaning around bus stops, a large development in the city centre
and the impact upon bus travel and so on. As I say - the task of
allocation is more complicated than it may appear from the outside.
So the decision to pass it to them was not absolutely outside common sense
as it were even though it was clearly mistaken in this case. What should
have happened, with hindsight, was that the customer services officer
directing the enquiry should have checked for more information with you.
Taking all of the above - It is clear to me that the error was a simple
human error.
Looking at the error I understand the point you make that “If all FOI were
treated this way then you could avoid your responsibilities and dismiss
all requests by passing them to un related departments.” I therefore have
spoken to a parking officer and reviewed the resources, process and
general performance in respect of Freedom of Information and other
information responses.
The Council does put significant effort into its information responses and
reports to the Councillors each year are presented to the Corporate
Governance Committee (a public meeting) in order to allow member and
public scrutiny of performance. [1]Agenda for Corporate Governance &

As well as hard data on complaints the report sets out what learning
routes have been followed when we do get things wrong – training, changes
to routing of calls processes and so on. In your case, annoyingly, this
did not work well but we will be working to learn from it and it has been
discussed with parking and customer services officers by myself.
As well as the whole of the customer services team, legal support is
provided by myself as Data Protection Officer (which I am by virtue of
qualification) and my colleague Mr Thrussell who is a barrister employed
by the Council. Additionally all officers are required to take training
in the relevant legislation, GDPR, to encourage strong compliance. This
is a significant investment in skills for a small local authority and I
hope that it gives some reassurance that your concerns about the mistake
being typical are not in fact a correct reflection of our efforts to be
compliant.
Again in support of that I would note that whilst we have thorough
processes to report such things as data breaches for the information
commissioner, in the past several years I have data for no such concern
has been upheld when reviewed by that external body.
I hope this review and the apology within it brings you to a place where
you are satisfied by the Council response and its general actions in this
important area. If you are unhappy with the response naturally please let
me know in the first instance or alternatively you are entitled to make a

I find it somewhat difficult to believe that you have read the documents closely and therefore formed a valid and trustworthy resolution.
You mention data breaches but I find that irrelevant to this conversations. I understand that "human error" in passing the request to the wrong department could happen but surely the "wrong department" may then realise and send it to the right department.
On top of that I find it almost distasteful that your team have managed to miss spell my name on numerous occasions to the point of almost willfull neglect.
