CPOS report mentioned in EqIA as part of consutation for Tolworth Roundabout scheme

On Page 7 of the EqIA report, the author states:

January 2020 asking for information about the CPOS report for the Tolworth
Roundabout scheme.
Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy. I can
confirm that we hold the information you require.
Please see the report you requested as attached.
In accordance with the FOI Act, we are not obliged to supply some of the
information contained in the report pertaining to the analysis of current
and potential crime and disorder from existing infrastructure and
environment at Tolworth roundabout as this information is subject to a
statutory exemption to the right of access to information under section
31(1)(b) and Section 31(1)(g), which exempt from disclosure information
which would, or would be likely to prejudice the apprehension or
prosecution of offenders or the exercise of functions for the purpose of
ascertaining whether any person has failed to comply with the law.
In this instance the exemption has been applied as provision of the
withheld information would in effect disclose information on potentially
vulnerable areas within the locality or conversely areas identified as
requiring more concentrated policing efforts due to the relatively higher
crime rate. Disclosing information on policing would be likely to lead
to an increase / displacement of crime in the area depending on where
resources are being concentrated which would adversely affect the
environment of local residents and members of the public who use the
Tolworth roundabout and locality.
The use of this exemption is subject to an assessment of the public
interest in relation to the disclosure of the information concerned. We
recognise the need for openness and transparency by public authorities,
but in this instance feel that balance lies in favour of withholding the
information to ensure that we are able to continue to comply with our
Network Management Duty while making the best use of public funds.
Please note that in accordance with TfL’s obligations under Data
Protection legislation some personal data has been removed, as required by
section 40(2) of the FOI Act. This is because disclosure of this personal
data would be a breach of the legislation, specifically the first
principle which requires all processing of personal data to be fair and
lawful. It would not be fair to disclose this personal information when
the individuals have no expectation it would be disclosed and TfL has not
satisfied one of the conditions which would make the processing ‘fair’.
