Q1. How did you distribute the COVID Winter Grant to vulnerable families,
i.e. cash, food parcels or retail supermarket vouchers?

A1. The COVID Winter Grant was distributed to vulnerable families mostly
through retail supermarket vouchers, with a small minority of schools
requesting cash.

 

Q2. Did you use this grant to distribute financial support to families of
children eligible for Free School Meals?

A2. Yes

 

Q3. How many children were eligible for Free School Meals and how many
children claimed financial support via the grant scheme?

A3. Between 5000 to 6000 children. The numbers have varied throughout the
scheme due to an increase in Free School Meals and vulnerable families,

 

Q4. Did you use the grant to distribute support to other vulnerable
families / individuals and if so, which groups, i.e. homeless etc.?

A4. Yes, the grant was used to distribute support to other vulnerable
families of school-based children identified at school level.

 

Q5. If using supermarket vouchers

Q5(a) which supplier(s) did you use to distribute the vouchers?

A5(a) Mainly Asda; also Tesco and Aldi when requested

 

Q5(b) how did you choose a supplier?

A5(b). The accessibility of the store to communities, plus discounted
offer for high volume voucher purchases

 

Q5(c) what were your top 3 mandatory requirements for the service?

A5(c). Accessibility, good value, and efficient customer service.

 

Q5(d) did you coordinate the ordering to all beneficiaries/recipients, or
was access delegated to schools to administer and order?

A5(d). The LA coordinated the ordering for a number of schools, and a
number of schools coordinated the ordering themselves.

 

Q5(e) did you enter into a direct contract with the supplier or call off
via a framework?

A5(e). No

 

Q6(f) when does your contract end?

A6(f). Not applicable

 

Q6. Following Government's extension of the COVID Winter Grant, will you
continue to fund Free School Meal vouchers in May half-term and summer
holidays?

A6. Yes, vouchers were issued for May half-term and funding has been
extended to cover the summer holidays.

 

Q7. Which role(s) and job functions manage the contract for this service?

A7. Children’s Services and Finance team
