Dear David

Please find below North Yorkshire County Council’s response to your
Freedom of Information request.

11. How did you distribute the COVID Winter Grant to vulnerable families,
i.e. cash, food parcels or retail supermarket vouchers?

Supermarket vouchers

22. Did you use this grant to distribute financial support to families of
children eligible for Free School Meals?

Yes

33. How many children were eligible for Free School Meals and how many
children claimed financial support via the grant scheme?

Covid Winter Grant funding allocations were made to schools, academies and
colleges based on approx. 11,000 pupils eligible for Free School Meals.
The Grant scheme provided support to approx. 18000 pupils eligible for
free school meals and pupils from other vulnerable families.

44. Did you use the grant to distribute support to other vulnerable
families / individuals and if so, which groups, i.e. homeless etc.?

Yes:

- Care leavers

- Schools, academies, early years providers and colleges able to use
local discretion in identifying families who would most benefit from Covid
Winter Grant support. The Local Authority suggested the following pupils
should be considered for support:

· Young carers where the family has a low income

· Pupils who are not eligible for free school meals, but where the family
has a low income and is struggling to pay essential household bills over
the winter period.

· Post-16 students in receipt of bursary funding

· Pupils from families who are experiencing significant, short-term
financial hardship as a result of the Covid pandemic, resulting in them
struggling to pay essential household bills

55. If using supermarket vouchers

(a) which supplier(s) did you use to distribute the vouchers? No data
available as schools, academies, early years providers and colleges
decided at individual establishment level as to which supplier they used.

(b) how did you choose a supplier? Individual school, academy, early years
provider and college choice

(c) what were your top 3 mandatory requirements for the service? Not
applicable, as no central supplier used.

(d) did you coordinate the ordering to all beneficiaries/recipients, or
was access delegated to schools to administer and order? Schools,
academies, early years providers and colleges selected suppliers at
individual establishment level and managed the distribution process at
local level.

(e) did you enter into a direct contract with the supplier or call off via
a framework? Not applicable, as no central supplier used

(f) when does your contract end? Not applicable, as no central supplier
used

6. Following Government's extension of the COVID Winter Grant, will you
continue to fund Free School Meal vouchers in May half-term and summer
holidays? The Covid Local Support Grant will be used to provide
supermarket vouchers to pupils eligible for a free school meal and pupils
from other vulnerable families during the May 2021 half term school
holiday period.

7. Which role(s) and job functions manage the contract for this service?
No central LA contract is in place for this service.

Kind Regards

Jessica
