Thanks for the response and informing the Scottish public that this Directorate was formed well after the so called "first wave" and when the virus had passaged itself through many billions of human cells to it's current form.

I am writing to request an internal review of Scottish Government's handling of my FOI request 'COVID Public Health Directorate Vaccines Division starting date'.

Thanks for the date of 1st June 2020 when this Directorate was set up but this date can't be correct. It must have been set up prior to this with a likely start date around March or April 2020 when Scotland was in the tailing phase of the “first wave" and epidemiologists like Prof Neil Ferguson (Imperial College & SAGE) were predicting millions of deaths.

As the “first wave” had tailed off by the Summer of 2020 the NRS statistics for deaths associated with “COVID-19” up to the 14 October 2020 will not have been significantly different from those when this Directorate was set up.

The recorded information on NRS systems for “COVID-19" mortality up to 14 October 2020 mean, median and mode was:
Female (n = 2180) 83.6, 85.5 & 87.5
Male (n = 2163) 79.1, 80.5 & 87.5.

It seems amazing that the Directorate was not established during the “first wave", it almost seems like the SG was waiting for the deaths associated with a virus that is detected by a rRT-PCR test without a clearly defined Ct value or indeed using a virus reference standard to reach a certain level in order to convince the public that such a Directorate was required. This looks to be scripted.

Please look back at the SG systems and identify if this Directorate was set up in the “first wave”.

Dear Scottish Government,

Thanks for confirming that The COVID Public Health Directorate Vaccines Division was established on 1 June 2020.

Given that the Wikipedia entry for the Coronavirus Aid, Relief and Economic Secutity Act (CARES Act) in the USA was signed on 24 Junuary 2019 i.e. a full year before the "pandemic" then it would appear that the Scottish Government are rather late in setting up this directorate.
