Covid-O briefing paper August 2021 and meeting dates

I see from a recent response by yourselves to an information request on 31 March, your ref IR-1436823, that the briefing paper prepared for the Secretary of State on the future of the shielding policy dated 23 July 2021 was provided.
In this briefing paper it states that the response of the Secretary of State to this paper “will allow sufficient time to factor into the development of a Covid-O paper on this topic. The paper is due on the 11 August ahead of the meeting on the 18 August.”

C. Details of which body/function provides the administration services for Covid-O

Since 15 February 2021, anyone travelling to the UK from a red-list
country has been required to quarantine in a managed quarantine facility
for a period of ten days. There will be periods where no countries are
listed, but the red list remains ready to be stood up should the global

balance of the public interest with regards to your request is not yet

section 35 (formulation of government policy).

I am writing to request an internal review of Department of Health and Social Care's handling of my FOI request 'Covid-O briefing paper August 2021 and meeting dates'.
The DHSC have failed to explain the foundation of the application of the section 35(1)(b) exemption of the FOIA.
The exemption applies to communications BETWEEN ministers of the crown. The paper requested was being prepared by the DHSC for a meeting of ministers in August 2021 at which they would then discuss the content. I am not interested in this discussion. I want to see the final Covid-O paper prepared by the DHSC that was placed before Ministers to discuss the shielding policy and its recommendations.
I disagree with your stance on the public interest favouring withholding this information. The public interest is clearly in favour of disclosure of this document.
The decision to remove shielding was made in September 2021, so this is now nearly two years ago. There is no intention to ever implement lockdowns again, so it is highly unlikely that shielding will be invoked as a government intervention again. However if it were to be, the factors considered will clearly be of relevance, benefit and interest to the members of the public affected in the future.
The shielding policy is no longer a controversial or a sensitive topic. It is no longer a live policy and considerable time has passed since this paper was prepared. Transparency is key, as is being shown by the public inquiry. I would hope that any elected Minister has the backbone to feel uninhibited from being frank and candid, if they do feel inhibited then they should question their suitability for their role. I emphasise though that I am not interested in that discussion - just the paper prepared by the DHSC to inform that discussion.
I am not asking for a precedent to be set for details discussions of any committee of the Cabinet to be routinely made public. This is a request for the details of the content (in respect of the shielding policy) of one document submitted for discussion by the DHSC.
