details relating to businesses that received the grant are between us and the account
holder. Disclosure of this information could encourage fraudulent activity and is,
therefore, exempt under Section 31(1)(a) of the Freedom of Information Act 2000. The
application of this exemption is subject to a public interest test which is best served by
not encouraging criminal behaviour.
