Thank you for your email. This acknowledgement has been triggered
electronically and means that your email has been received by the
Information Governance Department. Your request will be dealt with under
the Freedom of Information Act 2000 and it is our intention to respond to
you within twenty working days.

Please note that the volume of FoI requests received by this Trust now
exceeds available resources and given the need for all Trusts to reduce
corporate expenditure to within those targets set by the Carter Review, no
additional capacity is available to support our increasing workload.
Depending on the complexity and volume of your request, this context may
impact on our ability to respond to your request as soon as we would like.

The Trust is planning, preparing and responding to the pandemic in a
number of ways, which includes the utilisation of our workforce in
different ways, as per our business continuity approach and based upon
need. Our response is changing on a daily basis. It is therefore not
feasible to provide any detail on specific job roles, when they commenced
in post etc as this is dynamic to allow us to ensure patient and staff
safety as far as is possible.

Please can you confirm who has overall accountability for and who has
overall responsibility for the COVID-19 response (this must include the
job role but if appropriate, may include the persons name)?

Overall accountability sits with our Chief Executive, overall
responsibility sits with our Chief Operating Officer,

Please can you confirm what arrangements are in place to support the
COVID-19 response? This should include for example (but not limited to):
conference calls, meetings, amendments to your dispatch or triage
software, escalation routes and guidance / policy / procedure documents
issued to crews and management.

The following provides an overview of the framework in place. Again, this
is a national pandemic and as such our response is predicated on a
significant volume of information – arrangements are being established and
amended on a daily basis and as such, it is not possible to provide you
with a definitive list. Our arrangements will change as required based on
patient and public need, and government and national direction.

In place as core arrangements:

o National, Regional and Local Conference Calls
o Business Continuity Meetings
o National coordination through NHS England
o Strategic, tactical and operational daily calls and meetings to
coordinate action
o Implementation of business continuity plans
o Decision and risk assessment process in place for rapid decision
making
o Review, amendment and creation of procedures for staff (frontline and
control room)
o Coordination of resources and movement of staff to enable maximised
responsiveness
o Move to 7 day working for essential support teams
o Increased rapid recruitment to maximise our ability to respond to
patient need

The Trust follows all the national guidance produced by Public Health
England which can be found on their website

Local information to support we have produced is on our intranet site

I am obliged to advise you that if you are dissatisfied with the Trust’s
response to your request you have a right to complain to the Trust and
should set out your concerns to the Freedom of Information Officer, EEAST,
Hospital Approach, Broomfield, Chelmsford, Essex, CM1 7WS or by email to
[East of England Ambulance Service NHS Trust request email]. If you remain dissatisfied following this, you have a
right under Section 50 of the FOIA to seek a determination from the
Information Commissioner on whether the Act has been properly applied by
the Trust. For more information, please see [2]www.ico.gov.uk/

Under the Accessible Information Standard the Trust is required to ask our
FoI applicants equality and diversity questions. You are under no
obligation; however we would be grateful if you could complete the form
attached and email this back to us.

Please do not hesitate to contact me should you require any further
information.

Kind regards

FoI Officer
