Covid-19 - face covering wearing messaging in advertising and awareness campaigns

Dear Executive Office (Northern Ireland),

On 18th August 2020, Minister of Health, Robin Swann took part in a Department of Health Covid-19 update alongside Chief Medical Officer, Michael McBride. During that update, at approximately 26.30 minutes, Michael McBride stated:

“I would ask everyone to be an advocate. I’m not suggesting that anyone gets into a dispute in a retail environment and otherwise, when they see behaviour, which they feel is inappropriate, we all have responsibilities for our children, for our families in terms of communicating the message to make sure we are reinforcing the message they’re doing the right thing. And that when we feel people are not doing the right thing, that we remind them that it’s a responsibility on all of us to protect ourselves and to protect others. We all need to be advocates for this”.

Shortly after in response to a question about face covering fines, Minister Swann stated:

“We also have to be cognisant of those people who can’t wear them in public as well and we’re not asking people to become vigilantes over the face covering issues, it is up to others to enforce”.

(i) In relation to the design process of Covid-19 messaging that includes face covering wearing promotion / advertising / awareness campaigns, please can TEO provide evidence that shows the legislated protections within The Health Protection (Coronavirus, Wearing of Face Coverings) Regulations (Northern Ireland) 2020 - “reasonable excuses” OR “exemptions”, from wearing face coverings, were considered.

(ii) Please can TEO provide communications to and from those responsible for designing Covid-19 messaging that includes face covering wearing promotion / advertising / awareness campaigns, where the words "Reasonable Excuses" OR "Exemptions" were mentioned, either to be included OR excluded from the above messaging and campaigns.
