Covid 19 Community Fund

We're waiting for Eleanor T to read recent responses and update the status.

Dear Staffordshire County Council,

I have recently become aware that each County Councillor has been given £2,500 to give to an organisation or group which is supporting the community during this pandemic in their ward/s.

I would like to know exactly which organisations have been supported with this fund, and by which councillor. I would appreciate a full breakdown of allocation per councillor, and how that money will be used to support their wards.

Thank you for your request concerning the COVID 19 Community Fund.

The fund was only opened Monday 30th March and staff have a large amount of work to do to administer the funding process. We are therefore not currently in a position to provide details requested. We will be in a better position to provide the information further down the line in the funding process.

In terms of the Freedom of Information Act, at the time of you submitting your request recorded information was not held and our priority at this time is to deliver this funding to organisations.

The Coronavirus (COVID-19) situation is already impacting on our ability to provide responses to some requests as the council’s resources are being targeted on providing priority/emergency services to those most in need and most vulnerable.

Please accept my apologies again for the delay.

I am assuming from internal communications that the service team who will need to provide a response are currently heavily involved in COVID recovery phase work and may still not be in a position to prioritise responding to FOI requests despite no relaxation in the legal requirements. However, I will contact them to see if/when information can be provided.

I will get back to you as soon as possible once I hear back from the service with either an update, or hopefully, information requested.

Following my email below, firstly, please accept our apologies again for the delay in being able to provide you with a response.

Having contacted the service team, I have been advised that they have been preparing data for publication that appears to answer your request. This information is now available on our website – https://apps2.staffordshire.gov.uk/WEB/P...

At present, the webpage shows information on projects which have been paid and marked as ‘closed’ in the application processing system. It shows a brief summary of the projects, using information which applicants provide in the application form for public summary, the amount funded, and the name of the project.

As this information is now available to you by other means it is exempt from release under section 21 of the Freedom of Information Act. I also understand that there is an intention to publish information about other applications once closed. As there is an intention to publish additional information about other applications is exempt under section 22 of the Act.

Please note that I have been advised that the information published will be based on the original applications made by organisations and that, with the agreement of the council, some of the funds may be used for purposes that vary in some way from the ‘summary for public release’ which was included in the original application. Where agreement is secured for varying from the original applied use, this will always, and can only ever be, in circumstances where the new use fits with the published terms of the fund. This is carefully monitored and intended uses for the funding are secured in writing prior to authorisation for payment.
