Dear Richard Roberts

Further to your request, we regret that under Section 22 we have to refuse
your request. The Council's CARF policy has not yet been finalised, and we
do not yet have the software to award the relief. Therefore please
resubmit your request in 2-3 weeks, when we will hopefully have finalised
details on the relief.
Although there would be some public interest in disclosing the information
now, as it will help the public understand how the Council proposes to
administer the relief scheme, this is considered to be outweighed by the
public interest in withholding the information, as the sharing of draft,
incomplete plans may unintentionally mislead the public.
Furthermore, if the documentation is disclosed then the Council could be
called to justify aspects of the draft document which would be changed in
any case before final publication.

The question asked was not answered for the following legal reason(s) -

• Section 22 - The information is to be published at some future date
and it is reasonable that it should be withheld until that date
