Dear West Midlands Police,

I am writing to you under the Freedom of Information Act 2000 to request the following information on sexual offences on or perpetrated by students attending Coventry University.

Please send the following information from the calendar years 2010 – 2018:

How many sexual offences were reported by students?
How many sexual offences reported by students resulted in arrests?
How many of said arrests resulted in a charge?
How many students have been arrested for sexual offences while attending Coventry University?
How many students have been charged for sexual offences while attending Coventry University?
How many of the student’s charged/arrested have previous reports of violence or sexual misconduct?

I look forward to your response within 20 working days, as stipulated by the Act.

I am writing to you under the Freedom of Information Act 2000 to request
the following information on sexual offences on or perpetrated by students
attending Coventry University.

How many students have been arrested for sexual offences while attending
Coventry University?

How many students have been charged for sexual offences while attending
Coventry University?

How many of the student’s charged/arrested have previous reports of
violence or sexual misconduct?

RESPONSE

 

Our data are not organised in such a way as to allow us to provide this
information within the appropriate (cost) limit within the Freedom of
Information (FOI) Act (see ‘Reason for Decision’ below).

 

However rather than refusing your request outright at this stage, I would
like to explore with you how West Midlands Police may best assist you to
request relevant information which we hold. Within the cost limit we could
conduct the following searches:

 

For the calendar years 2010 – 2018 (up to 31/10/2018):

 

The number of sexual offences where the victim’s occupation is ‘student’,
broken down by outcome and by Coventry NPU. Please confirm if you would
like to request a particular age range for students.

 

The number of arrests for sexual offences broken down by disposal and
where the occupation is recorded as a ‘student’ by the custody NPU of
Coventry.

 

Please note, the custody NPU is not necessarily where the arrest was made;
this is the custody station that was available/where the individual was
take to at the time of the arrest.

 

Please note that any located information might be subject to the
application of exemptions under the Act.

 

To enable us to proceed with your request I would be grateful if you could
confirm whether you wish us to undertake the search outlined above. After
receiving your reply, your request will be considered and you will receive
a response within the statutory timescale of 20 working days, as defined
by the Act, subject to the application of any statutory exemptions. If you
chose not to respond then your request will remain unanswered.

 

REASON FOR DECISION

 

Please note that ascertaining the requested information would involve a
manual examination of each case and cross referencing data across multiple
systems. Data relating to crimes and data relating to arrests are recorded
differently and recorded on separate systems, therefore, they should not
be used for comparison purposes. Such a search, however, would exceed the
appropriate limit (FOIA, s.12).

 

This means that the cost of compliance with the whole of your request is
above the amount to which we are legally required to respond, i.e. the
cost of locating and retrieving the information would exceed the
appropriate costs limit under section 12(1) of the FOI Act 2000. For West
Midlands Police, the appropriate limit is set at £450, as prescribed by
the Freedom of Information and Data Protection (Appropriate Limit and
Fees) Regulations 2004, S.I. 3244.
