The Bank of England Charter 1946 makes reference to the "Court Of Directors" who are the Court of Directors?

exert:

4. The Court of Directors shall have power hereunder to make such By-Laws as appear to them to be required for the good order and management of the Bank and from time to time to repeal alter or supplement any By-Laws so made.

5. The Court of Directors may act notwithstanding that a vacancy or vacancies exist among member of the Court and shall have the power to act by sub-committees and to delegate such duties and as they think fit from time to time.

If your interested, the second quoted section in your request is what's known as a 'saving provision' - common in a wide range of different types of 'governing document' to enable a governing body to still act, in circumstances where there may be doubt over the proper appointment of individual Directors/Governors, or when the governing body is not at full complement.
