Course materials and past exam papers for the MA in Arts management, policy and practice
Dear University of Manchester,
I would like to be supplied with copies of all teaching materials and past exam papers (in 6 years) for the MA Arts management, policy and practice course you offer. This would include any lecture booklets detailing lecture titles and subjects, reading lists, support documents, course texts where available, marking criteria, PowerPoint presentations, past exam papers and so on.
I would also like copies of the correspondence and the committee meetings that led to the validation of this course as appropriate for postgraduate study.
When considering whether and how to fulfil my request, I ask that you refer to the Information Commissioner's judgment of 30 March 2009 in the case between the University of Central Lancashire and Dr David Colquhoun. You can read that decision here: http://www.ico.gov.uk/upload/documents/d...
You may also wish to read Dr Colquhoun's blog post on the subject: http://www.dcscience.net/?p=1364
Dr Colquhoun's blog details the various rulings at his tribunal. No doubt you will be familiar with all this already.
Yours faithfully,
[name removed due to suspicion of impersonation]

The University will respond to your request within 20 working days.

Dear [name removed due to suspicion of impersonation],
Thank you for your request for information received by The University of
Manchester on 01 May 2020 which was as follows:
I would like to be supplied with copies of all teaching materials and past
exam papers (in 6 years) for the MA Arts management, policy and practice
course you offer. This would include any lecture booklets detailing
lecture titles and subjects, reading lists, support documents, course
texts where available, marking criteria, PowerPoint presentations, past
exam papers and so on.
I would also like copies of the correspondence and the committee meetings
that led to the validation of this course as appropriate for postgraduate
study.
The University has now considered your request and unfortunately the
information you are seeking cannot be provided at this time. We have
liaised with the relevant staff within the School of Arts, Languages and
Cultures where this course is based and they have advised us of
difficulties in locating and extracting information held in relation to
your request. Specifically, they have advised that in relation to
PowerPoint presentations, these are not held in a way that they can be
readily extracted to respond to the request. Presentations will be
interspersed amongst various folders also containing other teaching
materials within the relevant records management structure. Therefore it
is a lengthy and time-consuming task to check and extract all the relevant
data. The programme director spent 2 hours attempting to isolate and
separate out the presentations from other materials, and due to the length
of time this was taking and the amount still to do, deemed that this task
would take in excess of the 18 hour ‘Appropriate Limit’ (as defined in the
Freedom of Information and Data Protection (Appropriate Limit and Fees)
Regulations 2004). As a result, Section 12 of the Freedom of Information
Act 2000 applies and regrettably this task cannot be undertaken at this
stage. Once one part of a request exceeds the limit, we are not obliged to
respond to any of it. Therefore this email serves to act as a refusal
notice for this request, as per Section 17 (5) of the Act.
Section 16 of the Freedom of Information Act 2000 imparts a duty on public
authorities to provide advice and assistance to requesters to bring their
requests within the Appropriate Limit. Accordingly I can advise that we
should be able to provide the following within the limit:
- Programme handbook for the MA Arts Management for the past six
years (2014/15- 2019/20)
- Validation documentation (signed programme approval forms)
- Course unit handbooks for the core and optional course units
belonging to the MA in Arts Management (again, for the past six years).
I can further advise that none of the relevant course units have exams, so
there are no past exam papers. In relation to the latter part of your
request regarding copies of correspondence and meetings regarding the
validation of the course, I can advise that the only information held
relating to this part of the request is the signed programme approval
forms mentioned above.
If you are interested in receiving the above listed information, please
let us know as we would be happy to accept a new request on this basis.
If you feel that The University of Manchester has refused access to
information to which you are entitled, or has not dealt with your request
appropriately under the FOIA, you have a right of appeal.
An appeal in the first instance should be directed to the Information
Governance Office at [1][email address]. You should include:
· details of your initial request
· any other relevant information
You must make this appeal within 40 working days from receipt of your
response. We will not accept appeals received after this date, as per the
Freedom of Information Code of Practice, Section 5.3.
The University will deal with your appeal within a reasonable time, and
will inform you of the projected time scale on receipt of your complaint.
You are also welcome to contact the Information Governance Office with
informal questions about the handling of your request.
After The University’s internal appeals procedure has been exhausted, you
have a further right of appeal to the Information Commissioner’s
Office. Details of this procedure can be found at [2]www.ico.org.uk.
Kind regards
Sharon
